Residential Home Care Facilities for adults with devel- opmental disabilities and the elderly vary greatly in size, ranging from six beds to more than 100. Gracecare Homes, licensed residential home care facilities, like all others must provide care and supervision, in addition to assessment and linkage to services that meet a consumers’ needs. All facilities must “...provide a range of services that stop just short of medical care, including meals, shelter, laundering, transportation, supervision of medications and assistance with activities of daily living.” (Little Hoover Commission, 1996). Although, the facilities are responsible for the safety of its’ consumers, residents are free to come and go as they please. Residents cannot be bedridden or require 24-hour nursing care.
Gracecare Homes, proposed residential home care facili- ties are an important alternative for adults (including the elderly) with developmental disabilities who are unable to live independently. These facilities are a consumer-favored option for long-term care because of the home-like setting, lower cost and individual freedom provided.
In 1999, the legislature passed AB34, again recognizing that “the long-standing problem of the under funded communi- ty mental health system” and inadequate access to services results in adults with developmental disabilities being home- less, incarcerated in jails, and hospitalized. It found that there were an estimated 50,000 homeless Californians with psychiatric disabilities, including 10,000 to 20,000 veterans. In sum, there are still a very limited number of home and community based service slots in California. People with psychiatric disabilities too often find themselves with no choices; they are left to find their own way through the re- volving door of hospitalization or are forced into institutions. They are scape-goated for the inadequacies of the home and community based mental health system. However, the good news is that at last the government has taken proactive meas- ures to help the plight of the thousands of Americans with disabilities. Proposition 63 as well as AB2034 amongst other legislation has made it possible for investment programs such as Gracecare Homes, to open new and improved residential home care facilities that respect the dignity and rights of ALL people suffering from some form of developmental disability.
Residential home care facilities are the new consumer-favored option for long-term care be- cause of the home-like setting and individual freedom provided. Individual home care facilities have become an important\ alternative for adults (including the elderly) with developmental disabilities who are unable to live independently.
