Elizondo said of the work experience contracts, “Say a high school graduate had the opportunity to work for someone for the first time - they were able to learn how to fill out an application, a resume, they were able to learn how to use the job market on the computer and research employers and are ready to go to an interview.
"They can say, I worked under CSET, however I learned how to run a cash register, customer service skills, telephone. It gives them the opportunity to learn something they’ve never done before.”
That very experience helped Tapia down the road when a job opened in the parks and recreation department. She was hired on as recreation leader and now works as an events coordinator.
Tapia explained, “Once I got the experience and they showed me that knowledge to be ready for interviews, they showed me the courage for whatever job it is. They made me feel better about myself that I have qualities that I’m good at. If you get turned down, keep moving forward and don’t let it slow you down. It made me confident.”
Roven Piritu Labasan
Roven Piritu Labasan, a resident of Orosi, died Feb. 18, 2018. He was 66.
He was a farm laborer.
A visitation will be held March 2 at Dopkins Dinuba Funeral Chapel from 1 to 8 p.m. with a wake at 6 p.m. Mass will be celebrated Feb. 3 at St. Mary’s Catholic Church at 8:30 a.m. Burial will take place at Smith Mountain Cemetery.
Surviving family members include his wife, four daughters, nine grandchildren and one great grandchild.

Francisco Castillo Morado
Francisco Castillo Morado, a resident of Dinuba, died Feb. 14, 2018. He was 50.
He was a field laborer supervisor.
A visitation will be held March 5 at Dopkins Dinuba Funeral Chapel from 3 to 8 p.m. with a rosary at 6 p.m. Mass will be celebrated March 6 at St. Catherine’s Catholic Church at 10 a.m. Burial will take place in Abasolo, Guanajuato, Mexico.
Surviving family members include his wife, four sons, his parents, four brothers and five sisters.

A 17-year-old boy was booked Feb. 19 on suspicion of assault with a deadly weapon other than a firearm and battery causing serious bodily injury, both felonies.
The suspect was arrested in the 400 block of East Tulare Street and transferred to juvenile hall.
• Mike Manuel Lopez, 30, of Dinuba, was booked Feb. 24 on suspicion of vandalism by damaging property, a felony.
The suspect allegedly damaged the victim’s vehicle.
He was arrested in the 500 block of North Crawford Avenue and transferred to county jail.
• Gerardo Aguilar Domiguez, 39, of Dinuba, was booked Feb. 24 on suspicion of battery on a police officer, obstructing an officer and disorderly conduct under the influence of alcohol, all misdemeanors.

Said Tapia, “We get them during summer, usually. We get around two helpers each summer and I see them experience what I experienced. They help out with summer program, Summer Night Lights - they get experience with the kids and the community.”
The CSET staff hopes to come to the aid of many others like Tapia on March 8.
Miguel Castaneda, CSET Senior Program Specialist, said, “They don’t have an idea of what they are capable of doing or what they want to do. We break it down to them in workshops and we try to place them with an employer that catches their interest that they are interested in."
The impact of the program becomes a benefit to the community at large, explained CSET Public Relations Coordinator Melissa Withnell: “It directly benefits the youth, it directly benefits the employer and indirectly benefits the entire community because now
you have youth that are gaining real world skills ... They get support from our amazing staff and then they get connected with these employers that are willing to help.”
Those who attend the recruitment event that do not qualify can also be referred to one of CSET’s many other assistance programs. CSET’s four departments include energy assistance programs, workforce development, community initiative and the Sequoia Community Corps.
CSET’s Youth at Work Program is funded by the Tulare County Workforce Investment Board. In all, the efforts served approximately 104 local youth last year.
Elizondo, who went through one of CSET’s programs for adults before becoming a CSET employee herself, said, “I’ve grown up in Dinuba ... That’s my passion is to help the young people there and see them grow. Speaking with some of the employers in the area, they are more than willing to be a part of CSET and help out because it’s their way of giving back. Even if they can’t hire them, they are more than willing to give them
that work experience.”

added, “I love it, it’s very rewarding ... We want to be able to serve as many youth as possible in this area so they can get the benefit of it.
Of the CSET staff, Tapia concluded, “For anyone that gets involved, they can expect strong communication with CSET, strong support, they help you with resumes, help you with what to wear. If you don’t have experience that can be nerve wracking. They are a support system for anything you need and always there for a follow up ... They kind of root for you the whole way until you set in ... Once you get that experience, it’s non-stop. They are there through the whole path.”
The Cutler-Orosi CSET office is located at 12691 Avenue 408 in Cutler. The building is shared with the local Senior Center, so walk-ins are encouraged between 1:30 to 5 p.m. on weekdays. Marina G. Cayabo, a resident of Visalia, died Feb. 22, 2018. She was 87.
She was a homemaker.

Joe C. Lara, a resident of Orosi, died Feb. 24, 2018. He was 88.

For the 24-hour period ending at 6 a.m. on Tuesday, Feb. 27, rainfall measured 0.55 of an inch.
Totalrainfallfortheseason that began on July 1 to date is 2.81. Last year’s total was 17.43 inches of rain.

• Guadalupe Morales Rodriguez, 44, of Dinuba, was booked Feb. 23 on suspicion of burglary, a felony.
The suspect allegedly “forced his way into the United Market after hours” and took items.
He was identified and arrested in the 1300 block of East El Monte Way and transferred to county jail.
• Jose Manuel Lopez, 21, of Dinuba, was booked Feb. 21 on suspicion of manufacturing a short-barrel shotgun, a felony.
According to a Dinuba Police report, officers responded to an altercation where the suspect was reported to have firearms in their home. The suspect reportedly consented to a search and advised officers that he had two firearms. Police allegedly located an illegal sawed-off shotgun.
The suspect was arrested in the 700 block of Princeton Avenue and transferred to
county jail.
• Ahmed Albashah, 28, of
Fresno, was booked Feb. 20 on suspicion of obstructing an officer and providing false information to an officer, both misdemeanors.
The suspect allegedly ran from officers and disobeyed orders when an attempted contact was made. He then allegedly provided a fake identification card.
He was arrested in the 1400 block of West El Monte Way, cited and released.
• Kayla Marie Brainard, 20, and Lisa Renee Felix, 26, both of Fresno, and Andres Rafael Govea, 24, of Brisbane, were booked Feb. 20 on suspicion of shoplifting, a misdemeanor.
The suspects allegedly stole two televisions from Wal-Mart worth $740.
Brainard was also booked on suspicion of possessing a controlled substance and possession unlawful paraphernalia, both misdemeanors.
She allegedly possessed a “glass pipe with white crystal like substance,” a Dinuba Police report said.
Govea was also booked on suspicion of disobeying a court order and providing false identification to a police officer,
