If you've visited the Roosevelt Park Community Center on Elizabeth Way recently, you may have noticed a dramatic change to the reception area as you walk in. The building recently underwent an overhaul that included a facelift to the reception area as well as both the men's and women's restrooms being completely remodeled.
The Dinuba City Council approved the project back in March at a cost of $123,675 in order to make the front counter and both restrooms compliant with American's with Disability Act (ADA) regulations.
During the remodel, most of the Parks and Community Services staff relocated to the Dinuba Transit Center. The project, which was done by Greg Peterson Construction, was completed at the end of June, with a final inspection done on June 28.
As a bonus to the center, because their were funds left over in the project, a new much-needed commercial gas stove was also purchased for the facility's kitchen.
The project was funded by the State of California through the Housing Related Parks Grant Program.

For farmers in the Valley, the new proposal comes as tough blow as many farmers are already struggling to comply with new state-imposed regulations on how much groundwater they are allowed to pump.
Attorney for the Kings River East GSA, Lauren D. Layne, said the plan translates to less service water available, and will further complicate the already complex water situation in California.
“This affects us as a GSA,” said Layne. “And really it affects all
GSAs. This will have a big impact on all of us.”
In addition to limiting water to farmers in the San Joaquin Valley, the new proposal would also cut back on water supplied to the San Francisco and Southern California, as more water will be allowed to drain directly into the ocean.
“I have to believe that San Francisco is not going to stand by and have their water taken from them,” said Worthly.
The board considered the new proposal an urgent matter and
motioned to do everything in its power to voice its opposition to the state board. Governor Jerry Brown is scheduled to vote on the plan next month.
In other GSA news, the board approved a letter of support to Self-Help Enterprises after Michael Prado Sr. of the Sultana Community Service District made the request on behalf of the organization. The SCSD needed the letter to help secure grant money for the recent water system project in Sultana.

It has been reported that the salmon numbers from the three major San Joaquin River tributaries had fallen from 70,000 in 1984 to just 8,000 in 2014.
The new plan looks to restore fish populations that have struggled in the past decades, including the tiny Delta smelt, which is reportedly at the brink if extinction.
But the many opponents argue it is at too big a human cost.

• Destiny Rose Raygoza, 22, of Cutler was booked on July 17 on suspicion of being under the influence of a controlled substance, a misdemeanor.
According to police, officers responded to the 100 block of Nichols Avenue for a report of an 'out of control female.' During the investigation she was found to be under the influence of meth. She was booked and transported to the Tulare County Pre-Trial Facility for housing.
• Gabriel Leonor Hernandez, 33, of Dinuba was booked on July 17 on suspicion of being in possession of stolen property and for using a stolen credit card, both felonies. He was also booked on suspicion

of knowingly receiving stolen property, a misdemeanor.
Police say he was contacted regarding a stolen cell phone and was found in possession of the stolen property. According to police, he later admitted to using a stolen credit card. He was booked and transported to the Tulare County jail for housing.
•Rudy Ray Gonzalez, 23, of Dinuba was booked on July 20 on suspicion of possessing unlawful paraphernalia and possessing a controlled substance, both misdemeanors.
According to police, he was contacted in the 200 block of West North Way in the rear seat of a vehicle. A check for weapons revealed he had a meth pipe in his possession, say police. He was placed under
arrest and later cited and released. •Gabriel Omar Castillo, 42, a transient, was booked on July 23 on suspicion of resisting arrest, obstructing a police officer,
vehicle theft and vadalism, all felonies. Police say he attempted to steal a vehicle and then ran from a police officer and then fought with the officer after a short foot pursuit. According to police, while the officer was taking the subject into custody he bit the officer. After being taken into custody and while being transported, he then reportedly caused damage to the patrol unit and escaped. After another short pursuit the suspect fell from a 12 foot stack of boxes and injured his head. He was apprehended and then transported to
Kaweah Delta Hospital.
