pumping.”
The city of Dinuba, like other
involved agencies that pump either no or little groundwater, will pay a nominal fee of $3,250. The city of Dinuba was calculated with a total $7,254 fee for 5,000 acre feet of groundwater pumping.
Layne said, “Those agencies stepped up and it was easier to have the agency pay a nominal fee than to impose a groundwater pumping fee on each of the landowners within that agency that may or may not be using groundwater.”
The fees will help fund the KREGSA’s budget for about $350,000 per year for three years. The funds will also help
repay Alta Irrigation, who has fronted most of the costs to date. The KREGSA is set to receive $55,000 for a grant from Tulare County and is part of an application to receive $214,000 if chosen for Prop 1 funds. The grants would also help create a prudent reserve for the GSA.
The creation of the GSA was a response to the Sustainable Groundwater Management Act – three bills signed by Governor Jerry Brown in September of 2014. The bills require groundwater sustainability agencies, or GSAs, to form new groups to manage groundwater in local water basins. The KREGSA will manage groundwater in local areas.
