“We want this to be very walkable, we want people to walk back and forth,” Ratajski said. “This street would connect to Bolinger Way so residents can walk to the shopping center. We want to encourage people to walk here and socialize and enjoy the environment.”
The site plan for El Monte Way calls for new medians and wide shaded sidewalks, directional signage and a decorative pedestrian crossing to connect Mercantile Row to the planned north shopping center.
A tentative roundabout is planned for El Monte Way and Road 92 - which will first require a study. The city hopes to introduce a gateway monument to welcome drivers to Dinuba, and to attract a gas station and convenience store to the area.
More immediate plans were also introduced along the Randle Avenue extension. Land behind Mercantile Row would be zoned for about 50 smaller homes on 4,500 square foot lots, an apartment complex of about 75 units and a sizable park.
“These are smaller lots, typically one- story, for empty nester, first-time home buyers,” Ratajski said. “For senior living it would be nice to live near the shopping center. You could walk over to eat, walk over to the dentist’s office, to a health clinic or even the fitness center.”
Just south of those homes is a planned extension of Olive Way to Road 92. More 6,000 square foot lots would be zoned just south. The plan has about 45 homes planned, but that number could be quadrupled. The adjacent land is currently zoned for public use with enough space for both a middle school and elementary school. If neither were developed on the property, it could open the door for the additional
residences instead. These homes would also be planned with a walkway to the nearby retail centers.
Ratajski said, “If this converted to single family homes they will be well- connected neighborhoods, being able to walk to parks and walk to shopping center to the north. That’s about a half-mile walk from Sierra Way to East El Monte Way. Roughly, you could walk from the farthest lot here to the shopping center in 10 minutes.”
QK Inc. will review public input before presenting their final plan to the Dinuba Planning Commission on April 3. It would then be brought before the council on April 24. QK Inc. will be tasked with implementing the plan while another city contracted company, The Retail Coach, is actively recruiting businesses to fill current vacant properties and future sites.
Ratajski addressed the big question, “How long could something like this take? I wish I could predict that. I would say it could take anywhere from five to 20 years, but I can’t say for sure. That’s just a real rough estimate.”
Audience Gives Input
The plan was well received by most at the meeting, but many wanted to know how soon the plan could come into fruition, and if it would actually get done. The Mercantile Row shopping center has declined significantly since losing anchor tenants Save Mart and Kmart in the last decade, as business has boomed on the west end of town.
Nearby residents have attended similar meetings in years past, but have seen few of those efforts realized to date. The Randle Avenue Extension Project, however, is the first hope for a spark since The Great
Dinuba resident Robert Cervantez voiced multiple concerns. For one, will retail and homes come to the undeveloped plots of land included in the site plan?
Dinuba Mayor Scott Harness who represents the area replied, “The Randle project is going to bring sewer and water up from Sierra to El Monte. Any other on top of that, that would be a personal project. I don’t know if you’re thinking back in the days when Best Buy and Ruiz came, but the city is not allowed to really legally pay for that type of infrastructure for that personal business in return for jobs. It sounds great, I don’t see why the laws changed, but Sacramento changed those laws.”
Cervantez was also concerned about the city’s priorities to get such a project completed if it is not addressed in the city’s master plan. Harness confirmed that the plan is not currently included.
“That’s what this (outreach) is for and that’s what the Randle Project is for,” Harness replied. “I feel as an east sider that the east side was not represented well for many years.”
Another resident voiced concern about traffic congestion in the area and urged the city to consider speed bumps or dips in the area. Reckless drivers had damaged homeowners’ property in the past, the resident said.
After the conclusion of the presentation, several stations were hosted by QK Inc. representatives where members of the public could give their further input and ask questions. They were asked to place post-it notes on large presentation boards with their feedback. Some of the notes from the public expressed interest in more family restaurants, more parks and an indoor sportsplex in the area.

Assemblymember Devon Mathis (R-Visalia) introduced a bill to address the severe shortage of emergency shelters and feeding programs for homeless Californians in disadvantaged communities.
The bill (AB 1898) would authorize the Department of Transportation (Caltrans) to lease certain properties to cities and counties at a cost of $1 per month to build emergency shelters, food pantries and recreational parks.
"Homelessness is a growing problem in California, especially in the Central Valley," said Mathis. "This bill is a common sense, low cost way to provide
immediate relief to Californians in need."
Caltrans owns numerous unused parcels of land, many of which are located in disadvantaged communities. These communities often lack the financial resources to provide homeless services, food assistance, and parks for their residents. This bill would ease the financial burden by allowing local governments to put vacant land to good use at a nominal cost.
