Sentinel staff report
A Dinuba lottery winner wanted since Nov. 2017 for a suspected fatal hit-and-run was recently arrested in Nevada.
Luis Osejo, 33, was identified as the suspect in the Nov. 1 accident, but his whereabouts were unknown after he fled the scene. Osejo was recently arrested by the Reno Police Department. According to the Washoe County Sheriff’s Office, Osejo was booked April 19 on suspicion of resisting a public officer and being an arrested fugitive from another state on

Boulevard. The collision killed the driver of the 2005 Nissan, who has been identified as Brittany Ibarra Ramos, 29, of Hanford. Osejo allegedly fled the scene on foot.
Osejo was said to “frequent the Visalia and Dinuba areas” by the CHP report.
Osejo was the controversial winner of a $1 million lottery scratcher ticket in 2012. Lottery officials conducted an extensive investigation into the ticket claim - Osejo reportedly did not purchase the ticket, but was found to be the rightful owner.
Alex Traverso, a spokesman for the California Lottery, told the Sentinel in 2012, “It was determined that [Osejo] was the rightful owner of the ticket. It turns out he actually found the ticket."
Traverso added, “He could be one of the luckiest scratcher winners we've seen.”
Osejo was expected to receive $750,000 after income taxes were deducted. The scratcher was a $10 ticket.
The ticket was sold at Downtown Dinuba Market. The store owner was expected to receive $5,000.
According to a California Highway Patrol report, Osejo was reportedly driving a 2011 BMW and allegedly rear-ended a 2005 Nissan on eastbound State Route 198 near Mooney
