The California Highway Patrol on Dec. 30 announced the availability of nearly $27 million in grant funds to help local communities combat im- paired driving.
The funding is the result of Proposition 64, the Control, Regulate and Tax Adult Use of Marijuana Act, which pro- vided specified cannabis tax funding to the CHP to admin-

fleeing from police following an illegal street race that began on Blackstone Avenue moments earlier. Villarreal also was killed in the crash.
“The more I learned about the facts of the accident, I was so infuriated. Speed racing is not a new problem, especially in that area,” said Dana Xiong, Allison’s mother. “I don't want Allie nor her cousins, Linda and Chris- topher to be just names in the news, just another tragic statistic. They had lives and dreams, families, and friends. They were so special in their own ways.”
The news came as a shock to Sanger High School students and fac- ulty as the news of Allison’s death spread across social media.
“She has been a student in pho- tography and journalism for three years,” said Dawn Pearson, a teacher at Sanger High School who oversees the school's journalism program.
Pearson said Allison was well known within the photo and journal- ism community.
“Allie was the 2020-21 HiLights newspaper editor in chief who helped bring many firsts to the staff in this age of attending school in a pandemic,” said Pearson. “Always hopeful, never deterred, and for- ever optimistic, she emerged as an amazingly compassionate leader. To

The CHP held a virtual workshop Jan. 6 to answer questions from potential grant applicants regarding the ap- plication process, the 2021 Re- quest for Application, admin- istrative program regulations,
and other general questions. Applications will be ac- cepted beginning Thursday, Jan. 7, through Tuesday, Feb. 23, for programs beginning on July 1. These grants will en- hance existing efforts to ad-
dress impaired driving. “These grants represent an opportunity for the CHP to work collaboratively with local traffic safety stakehold- ers to strategically address impaired driving issues while
making California’s roadways a safer place to travel,” CHP Commissioner Amanda Ray said.
Those interested in this grant opportunity can learn more about the program, ob- tain workshop updates, and view the 2021 Request for Application by visiting the Cannabis Tax Fund Grant Pro- gram page on the CHP’s web- site, under the Programs and Services tab.

Allison was set to graduate in the spring and participated in several aquatic sports as well,
“She was the best teammate," said Natilee Owens. “Every practice was more bearable because she was there. She had an infectious laugh and never failed to make anyone smile.”
Allison’s mother said she wanted to bring awareness to the illegal street races that have been a problem in Fresno for many years.
“I want their stories to be told,” said Xiong. “That is one way to honor them. I hope that people will listen and there will be more awareness so no mother will ever have to lose their child like this.”
Fresno Police officers were alert- ed to an illegal street race on Black- stone Avenue sometime after 11 p.m. on Dec. 26. They located the vehicles and attempted to pull them over.
