Tulare County Sheriff's Officer Joseph Armstrong was recently promoted to the rank of Sergeant. Armstrong will be stationed at the Orosi Substation.
Tulare County Sheriff's Officer Karl Bostai was also promoted recently to the rank of Sergeant. He will be stationed at the Porterville Substation.

On Monday, Nov. 19, Tulare County Sheriff Mike Boudreaux promoted two officers from the Tulare County Sheriff’s Office to the sergeant, with one to be stationed at the Orosi Substation.
Sergeant Joseph Armstrong and Karl Bostai each received their promotions and new assignments in a promotion ceremony held at the Sheriff’s Headquarters in Visalia.
Armstrong began his career with the Tulare County Sheriff’s Office as a Correctional Deputy in 2006, assigned to the Men’s Correctional Facility. In 2013, he graduated from the Tulare/ Kings Police Academy and was promoted to Deputy
Sheriff, assigned to the Pixley Substation.
His most recent assignment was that of Detective in the Ag Crimes Unit, where he has worked since 2015. Armstrong has been assigned to the Orosi Substation.
Bostai began his career with the Tulare County Sheriff*s Office in 2000 as a Deputy assigned to Main Jail. In 2005 he transferred to Pixley Patrol and in 2014 he transferred to the Property Crimes Division.
In March of 2018, he was assigned as a Corporal to Headquarters Patrol. His most recent assignment was that of Corporal in the Internal Affairs Division. Sgt. Bostai has been assigned to the Porterville Substation.

Three caught, one sought, in Cutler kidnapping, Dinuba attempt

On Nov. 13, 2018, Detectives with the Tulare County Sheriff’s Office served two warrants in the City of Visalia and 1 warrant in the City of Hanford targeting a northern structure gang involved in a kidnapping for ransom case. During the warrant, detectives arrested Jacob Flores and Ericka Flores for the kidnapping, attempted kidnapping and robbery of three people on Oct. 27, 2018.
Over the last three weeks, Detectives with the Violent Crimes Unit managed to unravel a group involved in a kidnapping for ransom case. The suspects in the case allegedly targeted, planned and executed simultaneous kidnappings, one occurring
at a gas station in Cutler and a second happening in the city of Dinuba.
During the attempted kidnapping and robbery in the City of Dinuba, detectives say Jacob Flores and Ericka Flores tried to kidnap a woman along with her 11-year old son. During that incident, the female was able to fight off the suspect, who ultimately ran away with items stolen from the car. At the same time, Paul Flores, Julian Hernandez and an unidentified third male suspect committed the kidnapping of the male victim in Cutler. The male victim was taken to an unknown home, where he was beaten and held for several hours. The victim was later released and managed to return home.
During the investigation, Detectives

identified Jacob Flores, Ericka Flores, Julian Hernandez and Paul Flores as the people responsible for the kidnappings. Hernandez was taken into custody last week in Kings County and remains behind bars waiting to be transferred to Tulare County. Paul Flores remains at large and is considered armed and dangerous.
Because the case is ongoing, details surrounding the victims release and items stolen will not be released. • Marcos Dione Souza, 38, of Reedley was booked on Nov. 12 on suspicion of battery to a spouse, ex or date, a misdemeanor.
According to police, he was contacted at the victim's house in the 300 block of North Alta Avenue where witnesses stated he pushed her up against a door. It was reported the two had a prior dating relationship and he was taken into custody for domestic battery. He was booked and transported to the Tulare County Jail.
• Hector Aguilar Cruz, 33, of Dinuba was booked on Nov. 13 on suspicion of inflicting corporal injury to a spouse or cohabitant and making threats to terrorize, both felonies, and possession of a controlled substance and inflicting injury on a child, both misdemeanors.
Police say he was arrested in the 1500 block of Marion Way for allegedly slapping the victim several times after
she contacted his mistress. He reportedly also threatened to kill the victim's family in Mexico if she reported him and slapped the victim's daughter. He was arrested, booked and transported to the Tulare County Jail.
• Joaquin Martinez Sandoval, 47, of Dinuba was booked on Nov. 17 on suspicion of disorderly conduct by invasion of privacy and trespassing, both misdemeanors.
According to police, he was witnessed by the victim hiding in her bedroom closet after discovering all her underwear spread out on her bed. Officers say he forced his way into the residence while the victim was not home. He was arrested and transported to the Tulare County Jail.
• Guillermo Raul Jimenez, 40, of Orange Cove was booked on Nov. 18 on suspicion of making threats to terrorize, a felony, and battery on a person, a misdemeanor.
Officers say he allegedly threatened to shoot the victim
in the mouth with a gun and also physically struck the victim. He was arrested in the 300 block of East Tulare Street, booked and transported to the Tulare County Jail.
• Margarita Narbaez Hernandez, 38, of Dinuba was booked on Nov. 18 on suspicion of inflicting corporal injury to a spouse or cohabitant, a felony.
Police say officers were dispatched to the 300 block of California Avenue in regards to a call of domestic violence. Upon arriving they made contact with the victim who said he was assaulted and had visible injuries. Hernandez was contacted at the scene and taken into custody. She was booked at the Dinuba Police Department and later trasnported to the Tulare Countyu Pretrial Facility for housing.
• Cristobal Roman Contreras, 41, of Reedley was booked on Nov. 18 on suspicion of assault with a deadly weapon and knowingly receiving stolen property, both felonies, and
obstructing a police officer and driving withoug a license, both misdemeanors.
According to police, officers responded to a call of a suspicious vehicle and, while attempting to make contact with him, police say he refused to open his door. He then allegedly backed up his vehicle and drove towards an officer.
Police say he then fled the scene for a short distance before crashing the vehicle and then fleeing on foot. He was later apprehended in the 1500 block of College Street, booked at the Dinuba Police Department and then transported to the Tulare County Pretrial Facility for housing.
Officers later determined that the vehicle Contreras was driving had been reported stolen out of Fresno County.
