While the recov- ery rare remained at 95 percent (17,181), Tulare County's ratio of positive cases still hasn't reduced to the point where the it can exit the purple (wide- spread) tier and move up to red (substantial).

Report said leaders left a quarter of its residents unrepresented for months
MVT Staff Report
A Fresno County grand jury has concluded that the city of Parlier’s city council has failed to provide efficient and effective governance in a report released on Nov. 2.
A seven-month investigation by the 2019-2020 Fresno County Civil Grand Jury revealed that the Parlier City Council left a quarter of its citizens unrepre- sented for many months. In a report entitled “Who’s Running Parlier?” the grand jury report- ed deficiencies in ‘development and maintenance of policies and procedures for administrative operations, budget and finance, filling unexpected openings on the Council and hiring qualified management personnel.’
Among the issues cited in the grand jury report were:
• One of four council members submitted an oral resignation in October 2019 and had not been replaced when the grand jury investigation concluded nearly a year later, leaving a quarter of Parlier’s 15,000 residents unrep- resented.
• Parlier had four city manag- ers over five years before leav- ing that job vacant beginning in March 2019. Instead, a council member was contracted to handle some manager functions and the city contracted out for a city ad- ministrator.
• The city has not had a quali- fied finance director since 2018 and operates at a financial deficit. There have been no budget work- shops for the public and coun- cil and the 2018-19 budget “was rolled over from the previous fiscal year.” Audits of the city’s 2017-18 and 2018-19 fiscal health were delayed until 2020.
• Lack of a written travel policy allowed trips to Washing- ton, D.C., and Mexico City for elected and nonelected officials
and traveling companions. Reim- bursement was authorized after the fact. After the grand jury re- quested a copy of the travel poli- cy, the council hastily adopted an inadequate policy.
The grand jury recommend- edthat key city management va- cancies be filled; that the newly enacted travel policy be im- proved; and that the City Council vacancy be filled by appointment rather than wait until election.
The grand jury investigation was concluded before as Covid-19 pandemic challenges delayed the writing and publication of the re- port.
The Fresno County Civil Grand Jury is authorized under Califor- nia law as an adjunct of the Su- perior Court to serve as a citizen watchdog on local government. Grand juries are comprised of 19 residents of Fresno County, who serve one-year terms learning about, examining and reporting on city and county governments, public schools, special districts and prisons
As of 4 p.m. on Tuesday, Nov. 3, there had been 31,738 confirmed cases (10,759 active) of coronavirus disease 2019 (COVID-19) out of 360,440 tests (8.7 percent) in Fresno County, with 447 deaths and 106 currently hospitalized.
