subdivisions will be assessed the new tax.
The tax revenue received through the CFD will allow the city to operate and maintain such things as landscape and irrigation, street lighting, signage and the subdivisions block walls.
According to Avila, the tax rate levied through the district will be around the same rate as what was assessed through the former LLD’s and is consistent with other agencies district rates. The tax will be collected with the property owner’s annual property tax bill.
During the meeting, Dinuba Vice-City Mayor Kuldip Thusu asked Avila what the biggest difference was between an LLD and a CFD. Avila responded that, while they serve the same purpose, a CFD requires far less paper work than an LLD.
Said Avila, “It works the same way, it’s just that administratively it’s simpler.”
In order to form the CFD, the city of Dinuba needed first to hold a special election to allow landowners in the area to vote on the issue of the special tax. That election took place in the form of mailed ballots, sent out by the city of Dinuba. Voter packets were sent out to the owners of all three subdivisions with an official voter’s ballot enclosed. The results of the election, according to Dinuba City Clerk Linda Barkley, revealed two-thirds of voters were in favor of the CFD.
Avila stated in his report that the estimated cost of operating and maintaining the identified residential developments would be approximately $47,000 per year. He said without a CFD the city of Dinuba would need
to add the expense to the local operating budgets.
The tax assessed on property owners, according to Avila, is based on how many proposed lots there are in each subdivision. He added that the total tax to each homeowner will be anywhere between $240 and $340 per year.
“The process for CFDs is more straight- forward and it requires less administrative oversight,” added Avila.
A public hearing for the newly formed CFD was also held at last Tuesday’s meeting but there was no public input from the audience.
