The County of Tulare owns and operates the Yettem water system built in 1995. In 2009, the County took over receivership of the Seville water system. Since then county officials, state agencies and stakeholders have been working to bring solutions in fixing the aged water systems. Funding for the Yettem-Seville Water System Improvement Project was provided through the State Water Resources Control Board.

Busy week for Dinuba Fire Department
In addition to responding to various medical service calls, the Dinuba Fire Department stayed busy last week responding to six fires throughout Dinuba. Above, firefighters put out a fire at a vacant residence in the 600 block of East El Monte Way. Witnesses at the scene reported seeing transients in the area prior to the fire.

end of this year. Phase 1 will replace the water distribution system in the community of Seville, include new smart water meters, and include a new water storage tank. The next phase of the project will provide a connection pipeline of both water systems. The project is estimated to cost $4 million to complete.
In November 2018, the voters approved Measure Y to form the Yettem-Seville Community Services District and the newly formed district will operate the new water systems once construction is complete.

Dinuba Police Department arrests in the last week.
• Anthony Gonzalez, 25, of Dinuba was booked on Feb. 25 on suspicion of shoplifting, a misdemeanor.
According to police, he matched the description of a subject who allegedly stole two three-packs of Modelo beers from a store in the 600 block of North Alta Avenue. Officers made contact with him in the 300 block of East North Way. While on the scene, the reporting party positively identified him as the suspect.
He was placed under arrest and transported to the Dinuba Police Department for booking. He was later cited and released with a promise to appear in court.
• Jose Morales Murrieta, 29, of Dinuba was booked on Feb. 27 on suspicion of being under the influence of a controlled substance and obstructing a police officer, both misdemeanors.
Police say he was contacted in the 100 block of Randle Avenue during an investigation for an unkown subject taking off on officers on a four-wheeler. He was seen coming out of an alleyway approximately five minutes after the incident and appeared to be agitated and under the influence of a
about allowing sidewalk vendors into public events, such as parades and city events like the car shows. But the city’s attorney did not see any liability with not allowing such vendors within public events.
Ultimately, the council elected to table the ordinance to the Mar. 12 regular meeting, where they will act to adopt the ordinance or not.
In other council news:
• The council also heard from Robert Newby of the County of Tulare in regards to plans for the county to invest $2 million into modernizing the Dinuba Branch Library. The plan would include a new roof for the building, and possibly a new HVAC system. Upgrades would also include, but are not limited to, the bathrooms, plumbing, electrical and landscaping.
The Dinuba Branch Library was built in 1974 under a 50-year lease agreement between the city of Dinuba and the county. That agreement expires in the year 2024, and as part of the proposed renovation, the county is asking that the city either extend an additional 50-year lease or deed the library over to the county.
Also on hand for the informational item was Tulare County Librarian Darla Wegener. She stated that the renovation has been on the county’s radar for some time now and hopes the changes will better accommodate the library’s patrons. She said the county also plans to turn to the community to

get feedback as to how to better improve the library. “Once we get the go ahead... we will start doing community meetings throughout the city at your recommendation,” Wegener told the council. She also explained that the county will be coordinating with an architect to explore the structural options
for the building.
“I’m super excited,” added Wegener. “This is a
project that I’ve been looking forward to. This is one of the first major steps, is getting you on board and starting moving the wheels forward.”
Patlan added that the matter would be brought back to the council at a later date to either extend the lease or deed the property to the county.
“The staff would be in favor in deeding the property,” said Patlan. He explained that deeding the property over to the county would alleviate city workers for maintainance work and that the city has no other use for the property other than the need it already serves.
“And if they’re (the county) is going to be investing $2 million into modernizing the library it makes sense,” Patlan added.
• The City of Dinuba also allocated $20,000 from the 2018-2019 budget for the Dinuba Fire Department to purchase an unmanned aircraft, or drone. The money will also be used to train as many as three fire personnel to use the drone for day-to- day operations.

• Issac Zuniga, 35, of Dinuba was booked on Feb. 28 on suspicion of carrying a concealed knife or dagger, a felony, and being in possession of a controlled substance and being in possession of unlawful paraphernalia, both misdemeanors.
Officers say he was contacted after police responded to the 100 block of South L Street for a report of a dumpster diver. Police say he was contacted near a business that had been burglarized the night before.
During a pat down, officers say a metal object was seen sticking out of his backpack. The object reportedly turned out to be a concealed machete. A further search revealed a clear glass pipe and a white crystalized substance.
He was arrested and transported to the Dinuba Police Department for booking.
• Juan Manuel Gutierrez, 45, of Dinuba was booked on Feb. 28 on suspicion of being under the influence of a controlled substance, a misdemeanor.
According to police, he was contacted at his residence in the 1800 block of East Golden Way after he reported he was hearing
voices and admitted to using a controlled substance.
He was later determined to be under the influence of a controlled substance and was placed under arrest. He was transported to the Dinuba Police Department for booking and later transported to the Tulare County Pretrial Facility for housing.
• Anthony David Villegas, 50, of Dinuba was booked on Mar. 2 on suspicion of violating a restraining order, a misdemeanor.
Police say officers responded to the 300 block of South O Street for a welfare check. While investigating, it was determined he had a domestic violence order preventing him from having contact with the victim.
He was placed under arrest at the scene and later booked into the Tulare County Pretrial Facility.
• Cecilia Morado Avilez, 32, of Dinuba was booked on Mar. 3 on suspicion of corporal injury to a spouse or cohabitant, a felony.
According to police, she was reportedly involved in an argument with her husband, who is also the father of their three children, where she ended
up pushing the victim several times, causing him visible injuries on his neck.
She was arrested at their residence in the 1400 block of North Crawford Avenue, booked and later transported to the Tulare County Pretrial Facility for housing.
