Tulare County is transforming into a clean energy future. The Tulare County Board of Supervisors along with energy partners, county staff, and community members gathered yesterday to celebrate the occasion at the “Flip the Switch” event held at the Tulare County Government Plaza.
The County has partnered with ENGIE Services U.S. to implement a large-scale solar energy project at several County facilities, including Government Plaza, County Civic Center, Bob Wiley Detention Facility, and the new South County Detention Facility. The energy saving program is expected to generate approximately $40 million in savings over the next 25 years and reduce electricity spending by 70 percent.
“I knew Tulare County had many opportunities for electric generation and efficiency when I first joined the Board,” stated Chairman Kuyler Crocker. “ENGIE approached us with a proposal that would allow us to keep our reserves intact, but realize the cost savings. This large scale project will allow for future energy efficiency projects, maximize utility cost savings, and utilize precious taxpayer dollars for vital County Services.”
Aligning with the County’s Strategic Business Plan to promote fiscal and environmental responsibility, the new solar
project is expected to eliminate carbon generated emissions equivalent to taking 2,700 cars of the road every year in use.
ENGIE Services designed, engineered and installed a total 9.2 megawatts of solar photovoltaic (PV) power on solar shade parking structures and ground mount structures. In addition, the project includes 1 MW/2 MWh of battery energy storage systems to store electricity and maximize generation capacity.
“The ENGIE Services U.S. team has been proud to work with Tulare County over the past two years helping deliver next generation energy solutions to help address both the financial andenvironmentalchallengesthat many counties across California are faced with,” shared John Mahoney, CEO and President of ENGIE Services North America.
“By using a Solar PPA model combined with battery storage, Tulare County maximizes the economic value and resiliency of their energy infrastructure. Congratulations to the County on the launch of this next chapter of their energy transformation.”
The new renewable energy equipment is financed through a power purchase agreement with ENGIE Services allowing the County to pay zero upfront capital and the ability to lock in a low fixed electricity rate for the next 25 years. The new large-scale solar project is expected to be fully operational at all seven County sites by the Fall this year.

at this year’s Cinco de Mayo celebration, which has been the program’s signature event over the past 25 years.
The program was established in 1994 when city, school and community leaders came together to address the need for building leadership within Northern Tulare County.
Over the years, the program has turned out scores of leaders who have gone out to do greater things for their community, and now sit on school boards, non- profit boards and even on city councils.
Smith, who works for the city of Dinuba’s Public Works Department, said, “It’s been quite in honor to be involved in this program. And it’s also an honor to be a part of this
amazing group.”
He went on to thank a number
of people from the community and the steering committee who made the program possible.
Ortega reiterated what Smith had to say and said the program helped him realize that he wants to continue pursuing a career in business.
Also appreciating what the program has done for her was Carrion. She admitted she was a little disheartened after being told last year that she was not qualified for a job she applied for.
“One of the books we read was called ‘You don’t have to have a title to be a leader’,” she said. “You can make a positive difference anywhere, in any position. So that’s my goal.”
Carrion added that she now plans on going back to school to further her career path.
Contreras was encouraged by her boss, Yolanda Valdez, to join the program. And though she dealt with a pregnancy and having her reservations at first, she admittedly found value in the experience.
“It was an amazing experience,” said Contreras. “If I could, I would do it again.”
Rizo shared the emotions of the group.
“I am really grateful for the opportunity to have met such wonderful people,” she expressed. “Had it not been for the program I probably wouldn’t have been able to meet them.”
Next year’s LNTC program begins in September.

Some of them may have been reluctant at the thought entering the Leadership Northern Tulare County program last summer. But after nine months of training, learning and bonding, the experience, they all agreed, made them a better leader, and person, than they were before entering.
On Monday, June 10, five people from the communities of Dinuba and Orosi graduated from this year’s LNTC program. Those five were Mona Carrion, Danelle Contreras, Ruben Ortega, Maria Rizo and Richard Smith.
Introducing the class was LNTC Steering Committee President Yolanda Valdez, who graduated from the program 20-plus years ago. In addressing the class, Valdez referred to them as the ‘Fabulous Five.’
“These five people are a testament to what can happen when you work really hard, you learn great skills and you work hard at applying them,” Valdez shared about the group.
Over the course of the past year, the class went through a rigorous program that involved day trips, retreats, training exercises, and tons of reading material all designed to mold them into the leaders of the future in their respective communities. The culmination of their training was put into action
