Dinuba High’s sophomores will retain their off-campus lunch privileges after all - with a catch.
In order for sophomores to enjoy the open-campus privileges, they will be required to meet a 3.0 grade point average and maintain good standing with the school’s attendance eligibility policy.
“We’re trying to raise the bar on stuff, because the kids know where that bar is and where to go,” said Mike Roberts, DHS Principal. “They know the game.”
Starting in 2017-18, the policy first changed to limit off-campus privileges to only seniors, juniors and sophomores instead of the long-standing open campus for all students. In January, the high school moved to revoke privileges for students under a 2.0 GPA and with an excessive number of unexcused absences. The Board then received a proposal to limit open- campus privileges to only seniors and juniors in 2018- 19.
DHS Principal Mike Roberts sited an increase in performance from the freshman class as a reason to reconsider the sophomores as well, including improved attendance and grades.
“We had less students below a 2.0, which was one of our goals there,” Roberts said. “Granted it’s not a
tremendous amount, but it is an improvement ... Our overall (Freshman) GPA went to a 2.49 versus a 2.41.”
After some discussion about whether or not the sophomores should be excluded, a new proposal was presented to the Board that would allow sophomores in good academic standing to go off campus.
If students have too many absences, they can also attend Saturday school to recoup their truancies.
“One of the most interesting things, in January when we did the 2.0, the first Saturday school we had about 500 students go to Saturday school because they wanted to improve their attendance,” Roberts said. “The previous year we had about 80 go to Saturday school in January.”
“I like the idea of having the off-campus as an incentive rather than just taking it away,” said Board Member Miriam Cendejas, who opposed the original sophomore ban. “And 2.0 is very low, I like the 3.0.”
The policy was approved with a 4-0 vote during the specially scheduled June 27 meeting. Board President Bev Keel-Worrell was absent.
Roberts added, “I’m almost to the point of wanting to consider that for the juniors and seniors, putting the pressure on them.” That idea has not been put up for a vote, however.
The new policy is expected to require the school to provide an additional 150
to 200 meals per day. Last year, the high school would reportedly serve between 1,100 to 1,300 meals per day. There have also been many new benches and shade structures added to accommodate more students on campus at lunch.
The new policy will also include “incentive days” for students to go off-campus that are short of the cut, but are showing effort in other areas like participating in school clubs. Freshmen will also be eligible for the occasional “incentive days.”
“As freshmen, as an incentive, if they go to say 12 club meetings, that will build them opportunities to go off campus since it shows they are being engaged,” Roberts said. “We’re willing to do that for the freshmen and even the sophomores. So they might not have that 3.0, but if they are going to football, maintaining grades, joining a club, being really active and trying to be good students, we want to give them opportunities as a reward to go off campus.
“It will show them, if you try a little bit more you can have that incentive.”
The District has an application that allows faculty to scan the students’ ID cards with a smartphone as they leave campus. If they are not eligible, the staff member will be alerted. The students are currently notified each week of who is eligible.

occasionally attempt to jump the fence - those students lose all privileges for the year when caught.
For school dances, the system even sends a text or email alert to parents notifying them when their child has arrived and left the event.
Roberts recalled, “We had one of our dances last year, a girl and a boy left around 9. The scan sent a text with a number for them they called. Mom called in and said, ‘What do you mean my daughter is leaving right now? If you see my daughter walking tell her to come back - that dance isn’t over until 11.’”
The system and new policy has had some other positive results as well. Roberts said that DHS has fewer problems with students returning to school under the influence, compared to prior years.
“This year, our overall was down and I think that was a lot because they are not able to go off and get into that,” Roberts said. “The concern we have is the student that is going to grab his lunch, not eating at one of our local places, but they are just going to walk around town and do stuff.”
A survey around downtown did not reveal a negative impact on business either, Roberts said.
“Martha’s said they had no drop in business and probably had a few more adults come at that time since there were fewer students. That area there, the adults stay away from that area and coordinate their lunches around the school schedule.”

• Alvaro Carrillo Aviles, 26, of Dinuba was booked on June 26 on suspicion of vandalism and possessing unlawful paraphernalia, both misdemeanors.
Officers responded to a vacant residence for a burglar alarm and discovered the back door had been vandalized and entry was made. The suspect was reportedly observed fleeing the area on a bicylce and was contacted by officers. His shoe impressions matched those at the scene and he was also reported to have tossed a meth pipe when he was stopped.
He was cited and released with a promise appear in court. • Artemio Cortez Diaz, 36, of Dinuba was booked on June 27 on suspicion of possessing a controlled substance, a
misdemeanor.

leaving a residence in the 1200 block of East Golden Way that has reportedly generated complaints regarding drug sales. He was reportedly found
in possession of a controlled substance and placed into custody.
• Jesus Antonio Diaz, 25, of Dinuba was booked on June 28 on suspicion of obstructing a police officer, a misdemeanor.
Officers responded to the 400 block of West Kern Street where he was reportedly causing a disturbance. Officers say he was uncooperative, refused to provide information, disobeyed officers commands and attempted to flee on foot. He was located, taken into custody and transported to the Tulare County Jail.
• Jorge Luis Lewis Duran, 54, of Dinuba was booked on June 29 on suspiciion of inflicting corporal injury to a spouse or cohabitant, a felony.
According to a police report, the victim went into the police department lobby with a swollen lip and eye and stated her husband punched her twice with a closed fist after she confronted him about a possible affair.
The suspect was arrested and an Emergency Protection Order was granted to the victim.
