Reedley Council OKs beer-wine
sales permit for City Market
By Jon Earnest
Mid Valley Times
Three years after its first attempt was de- nied by the Reedley City Council, City Market in Reedley now is able to sell beer and wine at its business.
By a 4-1 vote (Coun- cil Member Anita Be- tancourt voted "No"), the council approved a con- ditional use application allowing the mini-mar- ket to sell beer and wine for off-site consumption. The action was taken in front of a crowd of near- ly 30 people, with 14 ad- dressing the council in public comment. A slight majority of those speak- ing were opposed to is- suing the permit, which makes City Market the ninth business within a three-quarters mile ra- dius along Manning Av- enue with the ability to sell beer and wine.
The 5,664-square-foot store at 1060 E. Manning Ave., was initially denied its bid to sell those spirits when the store opened in late 2017. At that time, the business received approval from the Reed- ley Planning Commission but was denied a permit by a 4-1 council vote.
Earlier this year, the owners made another attempt to obtain a con-

ditional use permit. The market against received Planning Commission approval, again by a 3-2 vote, on May 21. The meeting drew a large crowd during the CO- VID-19 crisis, prompt- ing the city to establish strong distancing mea- sures for the June 23 council meeting.
Speakers on the is- sue waited outside until the item was discussed about a half hour into the meeting. After a brief presentation from Rob Terry, community de- velopment director, and some council discussion and speakers had their say. The first speak- ers lent their support to the market's permit bid while most of the re-
maining speakers voiced a variety of reasons why the permit shouldn't be approved.
Some speakers who said they were nearby residents of the neigh- borhood cited exam- ples of blight, loitering, homelessness and drug use.
When the council gave final remarks be- fore voting, Ray Soleno said many of the public nuisances were present before City Market even attempted to get its per- mit. He said those con- cerns weren't sufficient to prevent the business from its opportunity to compete with other busi- nesses.
Bob Beck later said that the argument that
the market was too close to adjoining residences is an argument for the Alcoholic Beverage Con- trol agency to consider, not the council. Beck said the noise and blight issues that the neighbor- hood has dealt with are a problem, but one that shouldn't prevent the market from an opportu- nity with competing for business.
After Mayor Frank Pinon said that the coun- cil needed to "take a look at the big picture," they opened the issue to a motion. Soleno, who had been the only member to support the permit re- quest in 2017, was joined by Beck, Pinon and Mary Fast in approving the resolution.
