With Fresno County enjoying three straight weeks in red status, it means that county mid- dle schools and high schools can reopen to limited class size on- campus instruction. Kings Canyon Unified School District in Reed- ley already had received waiver clearance for elementary school stu- dents, and planned to open campuses to partial instruction on Thursday and Friday, Oct. 15-16.

litical signs. Dolieslager told the reporter that the first fire resulted in $5,000 in damage, since the hay wasn't insured.

VID-19 positive case per day crept back up past the seven-case threshold per 100,000 population. However, that number shrank back to 6.5 cases per 100,000 in this week's statistics. In overall posi- tivity rates, the numbers fell to 5.1 while the coun- ty's "health equity met- ric" was listed in the red status at 7.4.
If Fresno County's overall positive test rate can fall to under 5 per- cent, that would drop the county into an orange tier "moderate" status. However, overall im- provement to that level isn't likely to happen soon as the new positive case rate must fall under 4 percent (it's currently 6.5 percent).

As of 4 p.m. on Tuesday, Oct. 13, there had been 29,523 confirmed cases (9,559 active) of coronavirus disease 2019 (COVID-19) out of 316,305 tests (9.3 percent) in Fresno County, with 424 deaths and 89 currently hospitalized.
Among Mid Valley Times cities, Reedley leads the way with the most positive cases at 1,424 (465 active or under investigation) while Sanger is at 1,388 cases (434 active or under investigation); Parlier was listed with 1,105 cases (357) and Orange Cove had 672 cases (221). Del Rey was at 120 cases while Fowler had 241 cases. Squaw Valley and Dunlap had
17 and six positive cases, respectively. The county reported that 19,407 of the positive cases (66 percent) had recovered.
In Tulare County, there were 16,976 confirmed cases (628 active) of COVID-19 with 269 deaths and 26 hospitalized as of midday on Tuesday, Oct. 13. Breakdowns by cities/regions show 1,851 cases in Dinuba, 613 in Orosi, 361 in Cutler, 84 in Traver, 13 in the rural area south of Reedley and four in the rural area southeast of Orange Cove.
A total of 16,079 people (94.7 percent) had recovered from the virus in Tulare County.

The one-year grant is for the 2021 federal fiscal year, which runs from Oct. 1, 2020 to Sept. 30, 2021. The grant will fund a vari- ety of traffic safety programs, including:
• Patrols with emphasis on al- cohol and drug-impaired driving prevention.
• Patrols with emphasis on awareness and education of Cali- fornia’s hands-free cell phone law.
• Patrols with emphasis on
education of traffic rights for bi- cyclists and pedestrians.
• Patrols with emphasis on awareness and education of pri- mary causes of crashes: excess speed, failure to yield, failure to stop at stop signs/signals, improp- er turning/lane changes.
• Community education pre- sentations on traffic safety issues such as distracted driving, DUI, speed, bicycle and pedestrian safety.
• Officer training and/or re- certification: Standard Field So- briety Test (SFST) and Drug Rec-
ognition Expert (DRE).
"The council is pleased that
our police department will imple- ment these strategies and take the necessary measures to keep our public and roads safe," said Mayor Alma Beltran. "Through education and behavior changes, we hope to create an environment that is safe and equitable for all road users in our community."

During the Reedley
City Council meeting on Oct. 13, City Manager Nicole Zieba reported that her new positive COVID test numbers for the city was 1,427 — three more than the Fresno County health
report update. But she said that the city had on- ly 59 knew cases since Sept. 24. and no deaths reported since Sept. 29. Since the pandemic started, Reedley has had 29 deaths, most in senior and assisted liv- ing facilities.
