       #30 PAYMENT PROTECTION AND SECURITY FOR GROWERS
1 [Relocated text] Michigan Farm Bureau supports the
2 Farm Produce Insurance Authority that protects the
3 interest of producers when selling their products.
4 For commodities delivered, farmers need maximum
5 payment assurance of payment for commodities
6 delivered. When a receiver, whether they are a closed-
7 cooperative, regular cooperative, or a commercial
8 company, becomes insolvent or declares bankruptcy,
9 many people suffer. The impact on farmers is more
10 significant because of the perishable and seasonal
11 nature seasonality of many commodities.
12 We support Public Act 198 of 2013, updates to the
13 Grain Dealers Act that provided assurance that
14 legislation to assure growers receive a priority lien
15 position and ensure full payment for commodities
16 delivered. Successful examples of payment protection
17 mechanisms used by the dairy, grain and livestock
18 industries include licensing, bonding, and producer
19 insurance funds.
20 We recommend exploring all possible options,
21 including amending the Uniform Commercial Code, to
22 assure ensure a fully secured position payment for
23 commodities delivered. [Relocated in policy] Michigan

Plant agriculture is being severely impacted by infestations of pests and diseases. Plant pests and diseases create quarantine situations which can or will restrict both intra and interstate marketing opportunities.
    

We support research to do the following: Industry-led efforts to control and prevent crop losses due to plant pests and diseases.
Determine the impacts of Spotted Wing Drosophila to support and coordinate with the SWD initiative through Michigan State University and the Michigan Cherry Committee.
The development of regulatory protocol, inspection procedures and pest control methods to allow for the shipment of quarantined commodities.
