Bylaw Changes and County Relationship Agreement—Explanation of Adoption Processes
We have an important topic to discuss this year. As many of you know, a State Study Committee was formed in 2017 to provide recommendations on the structure of Michigan Farm Bureau and the County Farm Bureaus.

The report contains several bylaw change recommendations, which are found on Delegate Session: Wednesday Pages 1-5 in the yellow section of this book. They include: 1) redistricting; 2) eliminating one at-large director position; 3) reducing the number of delegates at State Annual meeting; and 4) changing membership dues. The MFB board of directors recommended that they be presented to the delegates at this year’s State Annual Meeting for consideration.
For approval, these amendments require a majority vote of the delegates that are present and voting. Please be aware that we are limited to voting “yes” or “no” on these bylaw amendments—they cannot be amended or revised at the meeting, because that would cause unfair lack of notice to other members.
The State Study Committee also recommended changes to the county Farm Bureau Relationship Agreement. The biggest changes in that are: 1) creation of district Membership Engagement Coordinators (“MECs”); and 2) changingtheformulaforallocationofduestothecountyFarmBureaus. The MFB board approved of these recommendations, and that Agreement has beensenttoallcountyFarmBureausfortheiracceptanceorrejection. Each county Farm Bureau board makes that decision. The Relationship Agreement does not get voted on by the delegates, however, there will be time for discussion about the Agreement during State Annual, to ensure that opinions are shared.
