Equity: Signi cant equity is needed to leverage over a quarter billion dollars of development funds to bring MarchLife California to realization. As a result of deal structure and development schedule, return of capital and investment appreciation is expected within 4 - 7 years. The blended capital stack, complemented by low interest rates enables the execution of a large scale construction project with reduced cost of capital.
Traditional Bank Financing: Traditional  nancing is expected to be readily available given the project pro le, underlying collateral, lack of development risk, and government support.
United States Department of Housing and Urban Development (HUD): a Cabinet department in the Executive branch of the United States Federal Government developed to execute policies on housing and metropolises. HUD’s mission is to create strong, sustainable, inclusive communities and quality affordable homes. Understanding the need for a hospital in the MarchLife California service area, the Federal government will be stepping in to help facilitate the realization of development.
Employment Based 5th Preference (EB5): In accordance with the cited federal regulations, the Governor’s Of ce of Business and Economic Development has certi ed that the County of Riverside census tract 467 as the requisite high unemployment rate to be a Targeted Employment Area, for the purposes of alien entrepreneur visa requests. MarchLife California has received its TEA Zone certi cation from the State of California. Hospital Tower 1 Job Creation: Projections from our economist anticipate job creation of approximately 4,000 direct, indirect and induced jobs, through the regional center (construction) and the direct investment (operations) programs. This could create an opportunity for 400 visas, which amount to a $200-320M total investment in MarchLife California Hospital Tower 1.
A Community Facilities District To be established to fund and support ongoing upkeep of facilities, providing a sustainable mechanism to assure properly funded budgets for future project maintenance.
