Re: East Allen’s County’s Application for Indiana Regional Stellar Communities
Designation
Dear Lieutenant Governor Crouch:
As a lifelong resident and business owner in Allen county, I would like to express my
support of East Allen’s application to receive designation as an Indiana Regional Stellar
Community. As a developer of affordable housing in Indiana, we are excited about the
potential opportunities this program can bring to East Allen County.
The Stellar Communities designation will allow the opportunity for affordable senior
housing to be created within East Allen’s Rural Regional Development communities.
Affordable senior housing creates a sustainable housing strategy keeping seniors in rural
communities near their family and friends while opening up existing housing stock for
more families.
Keller Development, Inc. is committed to applying for a Low Income Housing Tax Credit
(LIHTC) award to create 50 units of affordable senior housing in the City of New Haven
though the program’s Stellar set-aside. This development would bring an $8.8M
investment to East Allen County and create an affordable senior rental housing choice that
is not currently offered in the City of New Haven. Approximate funding sources identified
for this project will include a $1.1M mortgage, $7.5M LIHTC equity funding and $200K
in deferred developer fee.
Keller Development, Inc. is also committed investing approximately $7.5M through the
development of approximately 66 conventional, market rate, duplexes in the City of New
Haven as a complementary housing project should the community receive the Stellar
Communities designation.
