entrance into downtown
for all of Hartsville to
enjoy.

The master plan uses
the blending of social
and civic strengths with
energy of the retail
sector to provide a
design solution which
is sensetive to African
American historical sites,
with city /neighborhood
improvement needs,
affordable housing, and
revitalization.
