2024 REPORT OF THE
TOWN MANAGER
I am pleased to submit my third
annual report to the citizens of
Middleborough.
Over the course of 2024, we made
additions to the Town’s personnel
structure in order to better serve
Middleborough residents. The Media
Department was established early in
the year in an efort to improve the
Town’s ability to communicate
important information to residents.
The new Media department is located
within the MCCAM ofice/studio. Karen
Foye and Liz Gazerro have worked to
increase digital communication
through social media, refreshing the
Town website and assisting other
departments as well as boards and
committees with various media related
tasks. Additionally, the Town brought
on Josh Porter as the full-time Mental
Health Coordinator. In this role, Josh
directly serves residents by connecting
them with essential resources and
mental health support. This position is
entirely funded by Middleborough’s
allocation of opioid settlement funds.
We made significant progress on
several long-term projects and
initiatives. The Town successfully
entered a long-term 99-year lease with
RJS Property Services for the
rehabilitation and reuse of the Peirce
Building, located at 99 North Main
Street. The renovated building will
include two ofice spaces and eight 1-2
bedroom apartments, including three
ADA accessible units. We also
completed several improvements to
recreational facilities in town,
including the completion of the Wood
Street Baseball Field, which was made
possible through generous donations
from Middleborough’s business
community and the dedicated eforts
of Park Director Fran Cass. The Peirce
Playground project, overseen by
Facility Manager Matt Foye, updated
the playground with modern play
structures including many that are
ADA compliant, the funding for which
was provided by American Rescue Plan
Act revenue replacement allocations.
Additionally, we have taken significant
steps towards transitioning the former
DPW site to a public park. Facility
outbuildings have been demolished,
and Town received $750K in PARC grant
funding for the construction of a new
skatepark at the site.
