Mission Statement
Our mission is to enhance organizational efectiveness in
the Town of Middleborough by providing outstanding
leadership and service in human resources management.
We are committed to fostering an inclusive and positive
work environment. By developing and implementing
equitable and transparent personnel policies, we ensure a
fair and consistent approach across all departments. Our
aim is to attract, retain, and nurture a skilled and diverse
workforce that aligns with the dynamic needs and goals
of our community. Through strategic partnerships with
Town departments, we provide comprehensive support in
recruitment, employee development, benefits
administration, and labor relations. We are dedicated to
creating programs and initiatives that promote the
physical, emotional, and mental well-being of our
employees, recognizing that a healthy work-life balance
is essential for the success and sustainability of our
workforce and community.
GENERAL POWERS AND DUTIES
Our department is currently stafed with a Human
Resources Director and an Assistant Human
Resources Director. Under the direction of the Town
Manager, the Human Resources Director oversees all
activities of non-school personnel consisting of
approximately 350 employees. We enhance
inter-departmental communication and operations,
coordinate staf training and development. We
assist the Town Manager, Director of Finance and
Department Heads in collective bargaining strategy
and negotiations.
Our primary mission as a municipal Human Resources
Department is to attract, retain and develop a
high-performing and diverse workforce by overseeing
recruitment, handling employee relations, conducting
training and ensuring compliance with labor laws.
Key aspects of this mission include:
• Recruitment and hiring: Identifying qualified
candidates for open positions within the municipality.
• Employee relations: Addressing employee concerns,
managing conlicts, and promoting positive working
relationships.
• Training and development: Providing opportunities
for employees to enhance their skills and knowledge.
• Compliance with labor laws: Ensuring adherence to
federal, state, and local employment regulations.
• Performance management: Evaluating employee
performance and providing feedback.
• Diversity and inclusion initiatives: Promoting a
workplace that values and respects all employees.
The Human Resources Department provides a wide
range of internal services to the Town departments
to ensure that employees are well-trained, fairly
compensated, healthy, and happy.
These services include:
• Recruiting/Onboarding
• Risk Management
• Oboarding/Exit Interviews
• Employee Relations/Legal Compliance
• Collective bargaining negotiations
• Maintenance of job descriptions, classifications,
and salary grids
• Maintenance of personnel records
• Implementation of state and federal policies and
procedures
• Equal opportunity employment and afirmative
action oversight
• Wellness Working Group
• Health and Wellness Initiatives
• Health and Benefits Fairs
