① Look at the top view and make a figure for the first floor.

② Imagine the front column is the tallest floor and stack the building blocks
in order from the left, 2 floors, 3 floors, and 1 floor.

③ The middle column has two floors and the right column has three floors
when seen from the side, therefore, move one building block from the
middle column to the right column and stack one more building block on
top of it.
