MOTIONS/DISCUSSION and DEBATE



        Rule 1

        All motions shall be made by an official delegate to the Area One Conference.

                   •  Wait for recognition by the presiding officer.  Recognition shall be requested through--------------
                       ------
                   •  Identify yourself by name, office and chapter before making the motion
                   •  Each Teen will have two (2) minutes to present and discuss the motion
                   •  No Teen shall speak more than twice on the same issue without permission from the chair.

        Rule 2

        All motions shall be seconded by a voting delegate.


        Rule 3

        The presiding officer shall rule out of order, any discussion, debate or proposal not specifically related to the agenda of
        this conference.


        Rule 5
        All members shall be courteous and considerate in their deliberations.



        ADMISSION



        Rule 1

        Permission to attend and to participate in the sessions of Area One Conference shall be governed by the Bylaws of Top
        Teens of America.  If a delegate must leave a Plenary session, that delegate will not be allowed to re-enter until the next
        Plenary.  The delegate can only return upon getting credentials for subsequent Plenary sessions.  No alternate will be
        admitted during the Plenary.


        Rule 2
        The Sergeant-at-Arms, timekeepers and assistants are appointed by the Area One President or designee, to facilitate the
        order of the meeting.


        Rule 3

        The Timekeeper(s) shall monitor time as approved in these rules covering discussions.
