                                    Domestic Violence in Family & Criminal Law


















                                                 Janet L. Kerr, MA, LPC

        Janet Kerr has worked for the prevention of Domestic and Sexual Violence since 1986.  Ms. Kerr is a

        psychotherapist and consultant providing training and technical assistance to professionals nationally and
        internationally about issues related to Domestic and Sexual Violence. Prior to her work as a consultant, Ms.
        Kerr served as the Executive Director of TESSA in Colorado Springs.  She is an adjudicated expert providing
        testimony in domestic violence court cases throughout Colorado, Nationally, and in Military Courts.



                                                    Howard E. Black

        Howard Black’s law enforcement career began in 1978 and includes over 40 years of experience with
        Colorado’s 4th Judicial District Attorney’s Office, Colorado Springs Police Department (CSPD), and the

        El Paso County Sheriff’s Office (EPSO). During those years his assignments have included Public Affairs
        Section (PIO), Investigations, Intelligence, Narcotics, Field Training Officer, SWAT, and Patrol.  He co-
        managed CSPD’s Domestic Violence Federal Grant and coordinated the final stages of the Spousal Assault
        Replication Project, taking this project  through publication. He  has been responsible for
        tracking/investigating street gang members, Asian organized crime, and has served as the supervisor of the

        Mountain Intelligence Task Force, a multi-agency task force dealing with organized crime in Cripple Creek,
        Colorado. He has also supervised the Neighborhood Policing Unit and the School Resource Officers and has
        managed CSPD’s Honor Guard and Cadet Program. Howard also managed the Special Victims Section of
        the Investigations Division. His Section  had responsibility  for the Adult Sexual Assault Unit, Domestic
        Violence Unit, Crimes Against Elders Unit, Forensic Interview Unit, Forensic Sketch Artist Unit,
        Registered Sex Offender Unit, Runaway Unit, and two Crimes Against Children Units. Howard currently
        works at Colorado’s 4th Judicial District Attorney’s Office, where he sits on the Executive Team as the

        Director of Communications.
