   Mapping the issues
The Neighbourhood Plan provides the clues for the issues to address:
• Small-scale development doesn’t bring infrastructure and amenities with it. The scheme could address some of this deficit
• There needs to be support for the market – many small towns have seen their retail and hospitality sectors benefit from “market day”
• Tackle the parking issues that push tourists away from the town centre
• Embrace future transport, electric vehicles of all types, recognising that these are hugely popular in the Peak District. Embrace the “Gateway” to the Peaks and make making provision for what travellers need
• Support the NP cycling hub – and expand this to include provision for others private modes too
• Develop a plan around training and apprenticeships for construction skills – local people being engaged to deliver renewable energy, sustainable drainage and to renovate the town centre
• Explore options for small-scale, sustainable “last mile” delivery facilities into the town. The site could host a “break bulk” facility for deliveries, that would then be distributed in a holistic way, using appropriate vehicles into the town centre – doubling down on all lorry trips into Ashbourne
• Support for community facilities in the town centre, including community interest companies, seeking out their needs and trying to match where development activities can dovetail with them.
