  Derive a strategy
There would be a need to a decision if the risks of the radical approach were worthwhile.... It may deliver a faster result – but would hinge on the intelligence and investment applied to the engagement and promotional strategy. Time would need to be spent with core stakeholders – most likely listening in the first place, then developing the right communication vehicle, the right tactical plan – and then executing it.
It would be necessary to accept criticism and dissent, take it away, and tackle it at the root.
Not everyone would be convinced by this approach. It would rely on a weight of public and Member feeling to drive it over the line – potentially in the face of an officer recommendation for refusal.
The conventional approach may take longer – but is less risky, and may have lower cost exposures, and the opportunity to revisit the proposals in the next round.
