Monitoring the RISK
This radical approach – which, by definition, is untried, would be trying to reset the planning process to a great extent. But the system should be able to respond successfully to a proposal that comes forward with overwhelming local support – even if the strict policy position doesn’t recognise it.
The challenge, of course, will be the extent to which it would be possible to achieve the overwhelming local support necessary.
That would be down to the skill and application of the team engaged to do it – but there could be no guarantees at the outset, and the costs and timescales would need to be carefully defined and monitored. There would also need to be a series of “gateway” points at which “go” and “no go” decisions could be made in the face of progress that had been made.
