Housing need
The planning context suggests:
• there is little planning justification at present for housing on this scale in Ashbourne
• on an unallocated site outside the settlement boundary.
This would suggest officers would advise refusal of a planning application, because it is not in accordance with development plan policy.
We can see two strategies to derive a narrative around the allocation or consenting of the site at present. Neither is without risk – and one is significantly more risky than the other:
