Facility of a data preparation module for Advance Authorization
and Export Promotion Capital Good (EPCG) has been provided
on an offline mode, which would reduce the need of continuous
online interaction for long and address the connectivity and server
response issues significantly.
In order to provide wider choice to the users and enlarge access
for online filing, additional licensed certifying authorities for digi-
tal signatures and banks for Electronic Fund Transfer (EFT) op-
erations have been included in the gamut of EDI operations.
The online message exchange for Annual Advance Authorization
and Duty Free Import Authorization (DFIA) shall also be made
operational with Customs with effective from 1.12.2010.
8. Marine Sector
Fisheries have been included in the sectors which are exempted
from maintenance of average EO (Export Obligation) under EPCG
Scheme, subject to the condition that Fishing Trawlers, boats,
ships and other similar items shall not be allowed to be imported
under this provision. This would provide a fillip to the marine sec-
tor which has been affected by the present downturn in exports.
Additional flexibility under Target Plus Scheme (TPS) / Duty Free
Certificate of Entitlement (DFCE) Scheme for Status Holders has
been given to Marine sector.
9. Textiles Sector
Duty free import of specified trimmings, embellishment, etc. shall
be available at the rate of 3% on exports of polyester made-ups
in line with the facility available to sectors like Textiles and Leather.
It will promote export of products such as micro cloth, which has
become popular in home textiles.
Readymade Garment sector granted enhanced support under
MLFPS for a period of further 6 months from October, 2010 to
March, 2011 for exports to 27 EU countries.
10. Gems and Jewellery Sector
To neutralize duty incidence on Gold Jewellery exports, it has
now been decided to allow Duty Drawback on such exports.
In an endeavor to make India a diamond international trading
hub, it is planned to establish "Diamond Bourse(s)".
A new facility to allow import on consignment basis of cut and
polished diamonds for the purpose of grading/certification pur-
poses has been introduced.
