Cultural and Educational Rights
29. Protection of interests of minorities.—(1) Any section of the citizens residing in the Territory of India or any part thereof having a distinct language, script or culture of its own shall have the right to conserve the same.
(2) No citizen shall be denied admission into any educational institution maintained by the State or receiving aid out of State funds on grounds only of religion, race, caste, language or any of them.

The expression “education” in the Articles of the Constitution means and includes education at all levels from the primary school level up to the post-graduate level. It includes professional education. The expression “educational institutions” means institutions that impart education. Once State aid is taken and Article 29(2) comes into play, then no question arises of trying to balance Articles 29(2), 31 and 30. Article 29(2) must be given its full effect. (T.M.A. Pai Foundation and Others v State of Karnataka, AIR 2003 SC 355 : (2002)8 SCC 481).
30. Right of minorities to establish and administer educational institutions.—(1) All minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice.
