19. SOCCER – WOMEN’S – DIVISION I
Section 1. Tournament Site Selection
A. Colleges or organizations wishing to host the NJCAA Championship Soccer Tournament must submit a written request or bid to the
NJCAA National Office by September 1st prior to the subsequent Annual Meeting. Bids shall be for sites three years hence.
B. The NJCAA National Office shall place all bids before the Committee on Championship Events as provided in Article X.
Section 2. Tournament Dates and Sites
The Tournament Host shall set the exact dates of the tournament in keeping with the recommendations of the NJCAA Committee on Soccer.
November 18-23, 2019 at Eastern Florida State College; Melbourne, FL
November 16-21, 2020 at Columbia County; Evans, GA
November 15-20, 2021 at Daytona State College; Daytona Beach, FL
November 14-19, 2022 at Columbia County; Evans, GA
Section 3. Host Pre-Tournament Responsibilities
A. The Tournament Host or organization shall be responsible for sending entry blanks to qualifying teams and shall notify them of the
time schedule and other information pertinent to the tournament by October 1 , annually.

B. The Tournament Host shall have jurisdiction over promotions, advertising and ticket sales. The host shall secure the playing sites
and make all necessary arrangements for the proper management of spectators.
C. Practice sessions may be arranged for two days preceding the tournament.
D. The Tournament Host shall be responsible for securing the services of all necessary officials, judges, etc. to satisfactorily conduct
the tournament as determined by the NJCAA Committee on Soccer.
E. The Tournament Director will set game times for all pool play games. If a college acting as the host of the championship qualifies,
their first contest/game can be moved into primetime evening slot to increase attendance. Consultation with the NJCAA Sport
Chair and NJCAA National Office is required to ensure integrity of bracket/schedule for the championship.
Section 4. Qualification of Teams for Competition (12 Teams)
A. Districts: Eight districts and four at-large teams will participate in the 2019 NJCAA Tournament.

B. Eight districts will receive automatic bids:
At-large District 1 – Southeast 8, 10, 17 Gulf South 14, 23
At-large District 2 – West 1, 18 Plains 2, 5, 6
At-large District 3 – Central 7,16, 24 North Plains 9, 11, 13
A. At-large District 4 – Great Lakes 3, 4, 12 Northeast 15, 19, 20, 21

C. The women’s soccer at-large selection committee will consist of the NJCAA Division I Women’s Soccer Committee. Any coach on
the Division I Women’s Soccer Committee may not participate in the selection process if his/her team is playing in the tournament or
is an at-large candidate. The at-large committee will make the at-large selection on Sunday, November 10, 2019. Criteria for at-
large to include the following, but not limited to (in no particular order):
1. National Ranking
2. Strength of Schedule (Record vs. ranked opponents)
3. History of Success by District at National Tournament
4. Head to Head
5. Record in Last Five Games
6. Record vs Common Opponents
CI. In the event there is a last-minute withdrawal from the tournament, the Women’s Soccer Committee shall fill the opening using the
following criteria:
1. District runner-up of the district whose champion is unable to attend.
2. National Tournament Host College.
3. Highest ranked team that does not qualify.
CII. Representatives must be determined NO LATER THAN the second Sunday prior to the National Tournament. In 2019, District
Representatives must be determined on/by November 10, 2019. Regions that are involved in District Tournaments must have their
Regional Tournaments completed on/by November 3, 2019.
CIII. All regions that wish to enter a respective District Tournament must notify their director by October 15 , annually. Failure to

comply shall result in forfeiture of the right to compete in a district playoff. Any college, who filed an intent to compete in a district
tournament and then withdraws after October 15 , will be responsible for any expenses incurred by the District Tournament

Director.
CIV. All colleges must qualify in compliance with Article XII of the NJCAA bylaws.
CV. Colleges whose players receive red cards during postseason play must notify the NJCAA Soccer Chair prior to the next tournament
contest.
CVI. District Playoff Policies and Procedures
1. All Region and District Playoff games must be played on a natural or artificial turf that measures at least 110 yards by 70 yards,
with a visible clock. Artificial turf fields must be a rubber infill surface, consistent with current FIFA approved fields.
2. The director, or his/her designee, must arrange for officials, three game balls, one official timer, one official scorekeeper and
four ball persons.
3. District playoff sites may be rotated among participating regions according to a schedule developed by the director.
4. Districts that choose to rotate the sites must submit a plan to the National Office by April 15 , annually.

5. Districts may agree to play at a central site chosen by the District Director.
