or herself?  Not sure. But it is a rule, and it should be respected and followed.  It is

               not that a player needs to be caught during a rule infraction, but that the player
               should have the integrity and respect of the game to call the rule infraction to the
               tournament director’s attention and/or apply the penalty accordingly - just the

               way Bobby Jones did in the US Open and the way Gary English did in Martinez,
               Georgia.


               Joe Aboid, the Commissioner of the Professional Putters Association explains that
               there are many limitations to police honesty during a tournament.  However,
               honesty is not the concern.  He conveys, “The PPA, at the most modest level,
               needs to be safe, it needs to be fair, it needs to be honest, respectful and have

               integrity, especially integrity.  Without these things the PPA can lose its relevance,
               meaning and respect among its players.”
