•  Deadly force: Rangers may use deadly force or threaten use of deadly force in the following
                     situations:
                         ➢  To defend themselves or a third person from what they reasonably believe to be the
                            use, or imminent use, of deadly physical force; or
                         ➢  To effectively detain or prevent escape from custody, a person(s) whom
                            rangers reasonably believe is/are likely to endanger another human life or to
                            inflict life-threatening injuries unless apprehended without delay.

              Use of Physical Force Guidelines

              Rangers are responsible for ensuring that any use of force they initiate is compliant with policy
              guidelines. According to BPD policy, rangers must report any excess use of force by other
              rangers; however, rangers may use reasonable and appropriate physical force upon another person
              when and to the extent they reasonably believe it is necessary in the following circumstances:
                  •  When assisting in making an arrest or securing a wanted person;
                  •  To prevent the escape of an arrested person or a person suspected in a current crime;
                  •  To defend themselves or a third person from what they reasonably believe to be the use, or
                     imminent use, of physical force by that other person;
                  •  To gain compliance with lawful orders for public safety or crowd control purposes; and
                  •  To enforce court orders.

              Rangers may also use reasonable force to collect evidence from a person under exigent
              circumstances. Rangers must consider the following circumstances when deciding to use
              force:

                  •  The seriousness of the offense;
                  •  The perishable nature of the evidence and the likelihood that evidence will be lost if not
                     collected immediately; and
                  •  The ability to secure perishable evidence until a court order can be obtained.

              Authorization to Carry Weapons
              Before receiving authorization to carry a chemical agent, baton, handcuffs, or firearm, rangers
              must be familiar with the BPD’s use of force general order and receive requisite training to obtain
              proficiency in their use.

              Use of Handcuffs
              Rangers may handcuff individuals for a reasonable amount of time during investigative stop
              situations if they believe it is for their own safety and until an investigation can be conducted.
              Rangers may handcuff individuals for whom an arrest warrant is confirmed or whom they
              reasonably believe have committed an offense(s) for which they will be arrested while waiting for
              the appropriate agency to respond.
