Qualifications
Rangers are required to attend all department firearms qualifications and mandatory tactical shoots.
Rangers will need to be excused by a supervisor for missing regularly scheduled qualifications,
mandatory tactical shoots, and make-up shoots; they are subject to disciplinary action and may lose
their peace officer status if excessive absences are incurred.
Rangers will make every effort to attend scheduled mandatory range trainings; excused
absences other than for injury/light duty and family emergencies will not be granted for more
than one mandatory qualification and one mandatory tactical shoot in a calendar year.
Rangers who are on the remedial list for below average range scores at any time in a calendar
year are not eligible to receive an excused absence from a supervisor for any reason. Rangers on
the remedial list will be required to attend additional training and must demonstrate their ability
to successfully pass weapons qualifications before returning to service once they are cleared for
duty or return from an excused family emergency.
Rangers on extended leave who miss more than one mandatory qualification and one mandatory
tactical shoot will be given the opportunity to work one-on-one with the OSMP Department
firearms instructor and will need to qualify with their primary handgun and shotgun before
returning to duty. Rangers who fail to qualify with their primary handgun or shotgun will be
asked to repeat the qualification immediately upon their first failure. A passing score upon
repeating a failed qualification mandates remedial training at a later date.
Rangers who fail to qualify on the second try may again be given one-on-one training and will
need to attempt a third qualification either at that time or at a later date. After the third attempt,
rangers who fail to qualify will be referred to a supervisor, may be reassigned to a non-
enforcement capacity, and will not carry their primary handguns until they are able to qualify
successfully.
Remedial training and the opportunity to re-qualify are provided to rangers as soon as
scheduling allows. However, rangers who are unable to qualify with their handguns and
shotguns within 30 days of the third failed attempt are referred to the ranger manager for
appropriate action. Rangers who consistently fail to qualify, or are unable to qualify, are subject
to discipline and possible termination.
Excused absences for rifle qualifications are not allowed. Rangers who miss mandatory rifle
qualifications due to illness, injury, or family leave will need to make up missed qualifications
as determined by BPD’s Training Unit. Rangers who miss mandatory rifle qualifications or who
fail to qualify may be expelled from the “voluntary” rifle program. Expulsion from the
voluntary program for failing to qualify will not result in disciplinary action or other sanction.
