The revolutionaries couldn't touch the Po 's spiritual authority but they waited their chance to usurp his tem ral authority. The chance came in 1870. Na leon   withdrew   tr ps from Rome to fight in the Franc Pru ian War. On  to r 2 the li ral leader Garibaldi and his tr   annexed Rome, making it the capital of the Kingdom of Italy.
