Discipline Policies—Code of Conduct –Policies 3240,4210, 4215 & 5201
Respect for the Law and the Rights of Others
Every student is responsible as a citizen to observe the laws of the United States, the State of Washington, and/or its
subdivisions. While in the school, the student shall respect the rights of others. Students who involve themselves in criminal acts
on school property, at school-supervised events, or off school property, and which acts have a detrimental effect upon the
maintenance and operation of the schools or the district, are subject to disciplinary action by the school and prosecution under
the law. Students with disabilities have certain disciplinary protections.
Compliance with Rules
Students shall comply with all rules adopted by the district. Failure to do so shall be cause for corrective action. The rules shall
be enforced by school officials:
On the school grounds during and immediately before or immediately after school hours, or
On the school grounds at any other time when the school is being used by a school group (s), or
Off the school grounds at a school activity, function, or event, or
Off the school grounds, but within the authority of the school, or
Off the school grounds if the actions of the student materially or substantially affect the educational process.
Please be aware that students in grades 7-12 are provided with a Student Handbook that addresses the Code of
Conduct and Discipline. Your student will sign that they have received and read the handbook and will uphold to these
standards. The student handbook is available online and a printed copy can be requested from the SWHS office.
In grades K-6, our PBIS program promotes positive resolutions to problem behavior. In the event that problem solving does not
resolve behaviors, the following steps may be taken; each progressive step involves the previous steps consequences.
PBIS-Positive Behavior Intervention and Support
HIB-Harassment and Intimidation and Bullying
1. Problem solving with a staff member. Expectations for behavior are reviewed with the student.
HIB-student is made aware of their behavior and expectations are reviewed.
2. Student support. Principal, Counselor and Student Support para educator meet with student and develop a plan for
improved behavior. Parent is contacted. HIB-Student and parent complete educational program.
3. Behavior plan is developed with student and parents. Student is put on a check in/check out system. In-school
consequences are assigned. HIB-Parent conference is required before student can re-enter the school.
4. Intensive Behavior Plan is developed. Student may be removed from playground or other problem areas for an extended
length of time and/or:
A. In-school consequences
B. Community service/restorative justice
C. In school or out of school suspension following guidelines School Board Policies 3240 and 3241.
HIB-Out of school suspension. There may be other requirements that need to be met prior to student returning to
school. Student may be assigned to new classroom.
5. Suspension or expulsion following procedures in School Board policies 3240 and 3241 includes HIB violations.
Consequences will be handled on an individual basis. While the above represents South Whidbey Elementary School
procedures, in some instances students may stay at or skips steps.
Exceptional Misconduct may be, but is not limited to: Weapons, assault with bodily injury, tobacco, alcohol, drugs, threats or
HIB. A student may be suspended for exceptional misconduct when it is frequent or is serious in nature and/or is disruptive to the
operation of the school.
