Welcome To Island Beach Access - Whidbey Island
In fact, there are just about as many laws and regulations on
the books that aim to ensure the public's right of access to
its beaches and shores as there are to ensure the rights of
owners of private property.
Yet, over time, there has been an expansion of private
beaches and accesses at the expense of the public. Much of
this erosion of the public's access to our shoreline has result-
ed from a history of persistent infringement and obfuscation
on the part of property owners in a county often hard
pressed to regulate and maintain its own assets.

Universal Accessibility News
After more than two years of planning, fundraising, permitting, and
construction, Clinton Beach Park has been successfully modified to
become the first Universally Accessible Public Beach in the North-
western United States.
Island Beach Access completed this project with the unflagging sup-
port of the Port of South Whidbey, local citizen groups, and very
generous private individuals.
Clinton Beach is the first of what we hope will be many universally
accessible public beaches in Island County. The Island County Uni-
versal Accessibility Campaign was initiated because mobility-
challenged members of our community told us there was not a sin-
gle public beach in Island County where they could actually get to
the water’s edge. Please turn the page to continue reading
