                considered an additional burden by the Kuwaiti Government, who then sponsored
                and subsidized education, and its institutions, staff and students in the six Emirates
                excluding Abu Dhabi. In fact, the UAE Ministry of Education did not take over until
                the 1972-1973 academic year.

                After the establishment of the Union, the UAE Ministry of Information and Culture
                built a public library in each Emirate with the aim of raising the cultural level of both
                citizens and residents.

                •  Libraries Technical Aspects in Stage II:

                As society developed, services improved, vocations increased and modern carpentry
                workshops emerged.  Librarians began to use modern wooden cabinets of various
                sizes and capacities to store books and periodicals. In addition, some libraries were
                fitted with metal shelves. Whether there was a cataloging and classification service per
                se in the libraries in Stage II cannot be confirmed. It is possible that cultural materials
                were stacked on the shelves without classification, although there may have been a
                classification of sorts, thanks to the diligence of some library owners or staff. A simple
                indexing system based on book tables, was more than likely in place.
