Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton, Fischbach and Kippley. Commis- sioner Fischbach led the Pledge of Allegiance.

QUIT CLAIM DEED: Moved by Sutton, seconded by Hansen to declare the following tax deed properties surplus for purpose of donation to the City of Columbia and City of Claremont and autho- rize the Chairman sign Quit Claim Deeds: Columbia City: Lots 121, 123, 125 and 127 James Street Peck’s First Addition to Columbia, according to the plat thereof of record, Brown County, South Dakota. Claremont City: Lots 15 and 16 Block 12 Original Plat to Claremont, according to the plat thereof of record, Brown County, South Dakota. All members present voting aye. Motion carried.
ABATEMENTS: Moved by Kip- pley, seconded by Fischbach to approve and authorize the Chair sign the following Abatement: South Dakota Housing Authority @ $95.57 (solid waste payable 2018) exempt. All members present voting aye. Motion carried.

JDAI MOU: Moved by Sutton, seconded by Fischbach to ap- prove the authorized signatories on the JDAI Committee Memo- randum of Understanding. All members present voting aye. Motion carried.
TEEN COURT: Karly Winter, Deputy State’s Attorney, met to discuss the low numbers in juve- niles enrolled in Teen Court due to the Juvenile Justice Reform changes, and also discussed some of the resources offered in the Teen Court program.
EXECUTIVE SESSION: Moved by Sutton, seconded by Kippley to go into executive session to consult with attorney, per SDCL 1-25-2(3) and to discuss con- tract, per SDCL 1-25-2(3) with Karly Winter, Gary Vetter, Paul Sivertsen, Mark Milbrandt and Judy Dosch. All members pres- ent voting aye. Motion carried.
The Chair declared the ex- ecutive session closed, with no action taken as a result of the discussion.
COURT SECURITY: Judy Dosch, Paul Sivertsen and Mark Milbrandt, met to give an update on current Court Security project costs.
COURT SECURITY FUND- ING/2018 BUDGET: Moved by Kippley, seconded by Hansen to reallocate 7% of each county department’s Supplies and Ma- terials line item and $20,000 of Judicial Books and Subscriptions line item for anticipated costs associated with court-ordered courthouse security. All mem- bers present voting aye. Motion carried.
BID COUNTY ROAD 14 PROJ- ECT: Moved by Hansen, sec- onded by Sutton to authorize advertising public hearing to open, read and consider sealed bids for the County Road 14 Project, to be held in the Brown County Commission Chambers, Courthouse Annex, Brown Coun- ty, SD on February 27, 2018 at 9:15a.m. All members present voting aye. Motion carried.
BRIDGE DELETION: Com- missioner Fischbach offered the following Resolution:

RESOLUTION TO DELETE BRIDGE FROM NBIS
The Brown County Board of Commissioners is in agreement with SDDOT that the following structures should be deleted from the National Bridge Inven- tory System (NBIS) for the fol- lowing reason:
STRUCTURE ID, LOCATION AND REASON FOR DELETION: 07-270-417 (Bridge #117) 3 miles West and 0.3 miles north of Ferney, SD. Structure has been replaced with culverts that no longer meet NBIS length requirements.
The Commission is aware of the following stipulations once a structure is deleted from the NBIS Inventory:
1. Federal Bridge funds will not be available for structure re- placement or rehabilitation, and
2. The structures will only be added to the Inventory follow- ing replacement, using County funds.
Seconded by Commissioner Kippley. Roll call vote: Commis- sioners Hansen-aye, Kippley-aye, Fischbach-aye, Sutton-aye, Fjel- heim-aye. Resolution adopted.
EXECUTIVE SESSION: Moved by Sutton, seconded by Kippley to go into executive session to discuss contract, per SDCL 1-25- 2(3) with Karly Winter and Gary Vetter in attendance. All mem- bers present voting aye. Motion carried. The Chair declared the executive session closed, with no action taken as a result of the discussion.

Sealed bids will be received in the Chambers of the Brown County Board of Commissioners at the Courthouse Annex, Ab- erdeen, South Dakota until the hour of 8:55 A.M. on February 27, 2018. At said time and place all bids will be publicly opened, read and considered for furnish- ing and delivery of Asphalt Road Oil, F.O.B. freight pre-paid on all truck transport delivery sites within Brown County, South Dakota.

Payment for materials will be made at the Contract unit price per standard U.S. Gallon at 60 degrees Fahrenheit, delivered F.O.B., freight prepaid for all truck transport deliveries to proj- ect sites within Brown County. Test reports shall be furnished on all materials by the supplier for each tank shipped by truck transport at time of delivery within Brown County. Payment will be made at the regular weekly meetings of the Brown County Board of Commissioners.
The  rm to whom the award is made shall be entitled to ad- ditional compensation for all freight cost increases which may occur on or after the date of the letting. Freight cost adjustments shall be entered separately upon Claim Voucher Billings and bid- der must submit proof of freight increase at time of billing.
