Mercy is eternally necessary for God as a perfect being. The impartation of mercy is a free act of God. To deny the freeness of mercy is to eliminate it. If it is a matter of debt, then it is no longer mercy (Romans 2:4; Romans 11:22).
The Bible declares, "But God who is rich in mercy, for His great love where with He loved us. Even when we were dead in sins, hath quickened 118 together with Christ" (Ephesians 2:4-5). "The Lordis very pitiful, and of tender mercy" (James 5:11). God has abundant mercy towards His creation
(I Peter 1:3; Psalm 102:13).
"The LORD is merciful and gracious, slow to anger, and plenteous in mercy. He will not always chide: neither will he keep his anger forever. He hath not dealt with us after our sins; not rewarded us according to our iniq uities. For as the heaven is high above the earth, so great is his mercy toward them that fear him" (Psalms 103:8-11). The mercy of the Lord is from ever lastingtoeverlasting(Psalms103:17). (SeealsoPsalms106:1;Psalms108:4; Plalms 136; Micah 7:18,19; Titus 3:4-5; Exodus 34:6,7; Lamentations 3:22-23).

To man, God is absolutely sovereign in His bestowal ofblessings. No one deserves or can demand anything from Him. The grace of God is God's goodness manifested towards the ill deserving. Scripture speaks of:

• Exceeding riches of His grace (Ephesians 2:7; 1:7; John 1:14; 4:10) Christ is the gift of God; full of grace and truth.
• True grace (1 Peter 5:12)
• Manifold grace (1 Peter 4:10)
The exercise of grace, like that of mercy, is optional with God. God must be holy in all His actions. He may or may not show grace to aguilty sinn^ as stated in the scriptures (Exodus 34:6; Hebrews 10:28-29). However, God mustbeholyinallHisactions. Redemption, salvation, sanctification, severance, service, and glorification are all God's manifestations
grace. (See Ephesians 1:4; Acts 18:27; Ephesians 2:7; Romans 5:21; Titus 2:li; n Corinthians 12:9; Romans 12:6; 1Peter 4:10; 1Peter1:13.)
H Truth
God is full of grace and truth, and, "God is not a man, that he should (Numbers 23:19; John 1:14). God's knowledge, declarations, and representa tions eternally conform to His reality. The truth of God is not only the foun-
