Commissioner Ronald M. Moats

Mr. Moats was appointed by Governor Earl Ray Tomblin in January, 2011
to serve as Acting Commissioner of the West Virginia Beverage Control
Administration (WVABCA), and was confirmed by the State Senate in
March, 2012 as Commissioner of the Agency. Prior to being appointed
Acting Commissioner, he served as Assistant to the Lottery Director. Mr.
Moats also lead a number of projects for then Governor Joe Manchin during
his tenure at the Governor’s Office, which began in 2005 and concluded in
September 2010. From 1989 through January 2005, Mr. Moats worked at
the WVABCA and held the title of Acting Commissioner during 2003 and
2004. Mr. Moats is a graduate of Fairmont State University, Fairmont, WV
with a Bachelor of Science degree and a graduate of Potomac State College,
Keyser, WV with an Associate of Arts degree.
