Administrator Stephen E. Larson
& NABCA Chair
Mr. Larson was appointed Administrator of the Iowa Alcoholic Beverages
Division on May 1, 2010 by Governor Chet Culver for a term that expired
on April 30th, 2014. On May 1, 2014 Mr. Larson was reappointed to a second
four-year term by Governor Terry Branstad that will expire on April 30th,
2018. Prior to his appointment he served as Deputy Treasurer for State
Treasurer Michael L. Fitzgerald and has been in public service since 1984.
During his public service career, he has gained extensive experience on
matters related to regulatory compliance, financial management, treasury
management and governmental relations. During his tenure at the Alcoholic
Beverages Division, he has implemented initiatives including policies and
procedures for enhancing customer service, improving efficiencies and
space utilization, initiating education and outreach programs, renewing
the alcohol compliance program, addressing and reforming trade practices,
and increasing transparency. Mr. Larson has also focused on revitalizing
the agency’s relationships with partners such as licensees, other state
agencies, prevention groups, trade associations, industry partners and local
law enforcement officials. A native of West Burlington, he has served on
numerous boards and commissions including the State Appeals Board and
the Vision Iowa Board. Notable achievements include the 2007 Presidential
Distinguished Services Award for Outstanding Service, Golden Dome
awards on Dedication to Process Improvement and Leader of the Year in
2003. Mr. Larson has been a member of the NABCA board for many years.
He has served on the Public Affairs, Pension Plan Trustees, Governance,
Industry Relations, Communications Advisory and Finance committees as
well as the Chairman’s Task Force. In addition to his role as Chairman of
the Board of the National Alcohol Beverage Control Association (NABCA),
he is a member of the National Conference of State Liquor Administrators
(NCSLA). Mr. Larson graduated with honors from William Penn University
in Oskaloosa, Iowa, with a B.A. in Business Administration. He resides in
Johnston Iowa with his wife Jane and has two sons Matt and Eric Larson.
