  Lieutenant-Colonel Francis Roy, CD New Commanding Officer
Lieutenant Colonel Francis Roy was born in Lévis and the eldest of a family of four, Francis Roy enlisted in the Canadian Forces in May 1988 in the Regiment “Les Fusiliers Mont-Royal”. Over the next three years, he completed his basic infantry officer course while serving as platoon com- mander. Promoted to captain in 1992, he successfully com- pleted the Advanced Mortar Course in the fall of 1992.From 1993 to June 1997, he held various full-time staff positions in the Operations and Engineering Branch of Land Force Quebec Area Headquarters in Montreal. Returning to the Fusiliers Mont-Royal in 1998 on part time duty, he was ini- tially assigned as recruiting officer and then as Regimental Adjutant in 1999-2000.In August 2000, he was promoted to Major and took command of the Operational Company until August 2002. He successfully completed the Canadian Forces Command and Staff Course in 2003.
He was successively Regimental Operations Officer, from 2003 to 2006, and Deputy Commander from 2006 to 2009. In May 2009, he was appointed Commanding Officer of the Regiment. During 2010-11, he also served as Commander of the Territorial Battalion Group (GBT) of 34 Canadian Brigade Group. During his tenure, he was also involved in large-scale activities as part of the Fusiliers Mont Royal’s Armory Centennial festivities such as the Centennial Ball and the visit of Her Excellency the Right Honorable Michaëlle,
Jean Governor General of Canada. As a commander, he has also been involved in several infrastructure project to improve the Regiment’ home. He completed his tenure in September 2012 and was posted to Land Force Doctrine and Training System Headquarters in Kingston as a liaison officer with 2nd Canadian Division until June 2014. He was then appointed as Deputy Commanding Officer, 34 Canadian Brigade Group. From June 2015 to December 2018, he worked as Liaison officer for Quebec Region with the Canadian Forces Liaison Council as a Liaison Officer for the Quebec Region. In January 2019, he was posted to the Black Watch (RHR) of Canada as Deputy Commander.
Lieutenant-Colonel Roy holds a Bachelor’s degree in chemi- cal engineering from École Polytechnique de Montréal and a Master’s degree in Environmental Management from Université de Sherbrooke. He is a member of the “Club des Officiers des Fusiliers Mont-Royal”.
In civilian life, Lieutenant-Colonel Roy currently works as 2nd Division of Canada Chief Environment Officer. He is the father of Charles-Émile and Olivier.
He lives with Mireille Dansereau who has a boy, Kevin. He regularly practices sports such as soccer, hockey, trekking and running.
