Services, a range of skills and approaches will be
crucial.
Addressing these challenges requires a collaborative
effort, involving professionals from various fields,
cross department cooperation and a commitment to
sustainable development.
Assessment of the current workforce skills is a vital
first step in understanding the current competence
and to identify the range of additional skills / jobs or
upskill processes that are required.
Financial Pressures:
Financial Management: Expertise in budgeting,
financial planning, and resource allocation. The
council need to efficiently manage its limited
resources while protecting vital services.
Innovative Funding Solutions: Skills to explore
alternative funding sources, grants, and partnerships
can help bridge the budget gap.
Economic Transformation:
Economic Development and Planning: Professionals
with knowledge of economic trends, investment
strategies, and sustainable growth can drive
economic transformation.
Skills Development: Focusing on upskilling the
workforce for emerging industries, such as
renewable energy, retrofit, Freeport and
manufacturing, is required.
Place-Making Expertise:
Enhancing the city’s environment, infrastructure, and
public spaces is crucial. Skills related to urban

play a significant role.

The PEDALS (Programme for Elevating Digital and
