Many of the skills challenges facing Public
Services are highlighted within the sector specific
areas of this report, such as skills shortage in
Construction retrofitting, Health & Social Care,
Energy and Digital. Therefore, it is prudent to
understand the sector issues where there is a
cross over of skills to Public Sector.
Most job roles have seen growth since 2019 for
Swansea Public Sector, most notably are the
increases of workers in Digital and IT roles which
will be crucial in the delivery of cost and
efficiency savings.
Gains within admin, financial, planning, national
and local government occupations have all also
increased.
However, declines in job numbers since 2019 are
seen in:
Care workers, Police and Fire officers
Local Authority
Swansea Council is confronting several significant
challenges as it strives to create a successful and
sustainable city. Skills will be required to meet
these challenges which include:
Population Changes:
Swansea is experiencing growth, an aging
population, and increasing diversity. Managing
these demographic shifts requires thoughtful
planning and resource allocation.
Economic Changes:
The council aims to attract investment, high-
quality jobs, and new technology to
Swansea. Simultaneously, addressing the skills
gap is crucial for the city’s economic
development1
Climate Change:
Like many places globally, Swansea faces the
urgent challenge of climate change. The council
must adapt, reduce carbon emissions, mitigate
flood risks, and protect biodiversity.
Cost of Living Crisis:
The impact of the COVID-19 pandemic, along
with other global factors, has led to rising prices
and energy costs. The council needs to manage
these cost increases while continuing to provide
essential services.
Financial Outlook:
Years of austerity have strained the council’s
finances. Balancing budgets and maintaining
services in the face of financial constraints is an
ongoing challenge.
To address these issues, Swansea Council has
developed its Corporate Plan 2023/2028, which
outlines strategic goals and actions to meet
present and future challenges while ensuring the
well-being of its residents. The council’s
commitment to long-term planning, community
collaboration, and innovative approaches will be
essential in overcoming these hurdles and
creating a better Swansea for current and future
generations
