   PROJECT DEVELOPMENT AND SERVICES 7.6 Governance Approach Project Approach We acknowledge the scope of services for the project management consultant outlined in the RFP and we will address some of the key elements in the section following. C&W PDS recognise that building refurbishments revolve around, a thorough, a clear understanding of the client’s financial needs and the correct positioning of the assets. MEAG have provided a comprehensive scope with the RFP but the crucial design details, buildability and approval strategy around this scope has not yet been resolved. Our Approach is to form a core TEAM comprising the Project Manager, Architect, Services Engineer and Quantity Surveyor, who would develop the associated detail that would enable the project to be competitively tendered to the market thus achieving both financial and program security. It is acknowledged that additional consultants will be needed but with the information that is currently available it is our opinion that appointing all of the Consultants and a Head Contractor at this early stage would be wasteful in both time and cost. For example, if a scope was written at this stage for a BCA consultant it would have to be fully inclusive and would include certain elements that may not be needed as the scope is developed and therefore unnecessarily incurring costs. Further for a Head Contractor to price the scope as provided they will include allowances to cover a far higher level of risk and unknowns which will potentially make the project uneconomical. Design Phase The Design, Tender, Build methodology requires the Design team to be appointed before the Head Contractor is engaged. The design team is able to work through the design and associated services integration and coordination with the Quantity Surveyor to ensure that the design as it progresses back to the client for approval sits within the budget guidelines. C&W PDS have worked with Gray Puksand on previous projects and are confident that as a Team we are able to deliver the right design solution. Services With this building refurbishment the services design is critical to the success of the project. However, in order to adequately design mechanical and electrical system that are both efficient and economical to build requires that further investigation works are needed so that a full end to end system check can be validated. If documentation is issued to the market that contains gaps or assumptions, then the market will come back with pricing that included a greater level of risk and thus is higher than budget expectations.   < CONTENTS > 35
