ความน่าเชื้้อถ้อของผู้ขอใบอนุญาติ ความม่ติัวตินในการ ดําาเนินธุรกิจ โดยเฉพาะอย่างยิงพฤติิกรรมการดําาเนินธุรกิจ ทผ่ า่ นมาวา่ ไดม้ ก่ ารสง่ ยาสบู ถงึ ผรู้ บั ปลายทางจรงิ ติลอดจน ผทู้ จ่ ะขอรบั ใบอนญุ าติติอ้ งมผ่ รู้ บั ปลายทางทชื้่ ดั เจนในคราว ท่ย้นขออนุญาติ เพ้อให้เกิดความเข้าใจและปฏิิบัติิติาม หลักเกณ์ฑ์์ในแนวทางเด่ยวกัน ส่งผลติ่อประสิทธิภาพ การบริหารจัดเก็บภาษ่ยาสูบ ซีึงการบังคับใชื้้มาติรการ ดังกล่าวยังได้ม่ข้อกําาหนดในใบอนุญาตินําายาสูบเข้ามาใน ราชื้อาณ์าจกั รเพอ้ สง่ ออกไปนอกราชื้อาณ์าจกั ร(ภส.08-15/1) และใบอนุญาติส่งออกยาสูบกรณ์่นําาเข้าเพ้อส่งออกไปนอก ราชื้อาณ์จักร (ภส. 08-15/2) เสมอ้ นคู่ม้อให้ผู้ได้รับอนุญาติ เพ้อปฏิิบัติิติลอดจนเจ้าพนักงานสรรพสามิติใชื้้ในการกําากับ ดูแลและติิดติามไปในแนวทางเด่ยวกัน
5. การดูแลห่วงโซี่อุปทานยาสูบ เน้องจากเกษติรกร ชื้าวไรย่ าสบู ซีงึ เปน็ ผผู้ ลติิ ใบยาสบู ไดร้ บั ผลกระทบจากการลด ปริมาณ์การรับซี้อใบยาสูบส่งผลให้ชื้าวไร่ยาสูบม่รายได้ เพอ้ ใชื้ใ้ นการดาํา รงชื้ว่ ติิ ลดลง ถงึ แมว้ า่ ปจั จบุ นั กรมสรรพสามติิ และหน่วยงานท่เก่ยวข้อง ได้ร่วมกันดําาเนินการส่งเสริม ให้เกษติรกรปลูกพ้ชื้ชื้นิดอ้นทดแทนการปลูกยาสูบแล้ว เนอ้ งจากเกษติรกรยาสบู อยใู่ นชื้ว่ งของการปรบั ติวั กระทรวง การคลงั โดยกรมสรรพสามติิ คําานงึ ถงึ ความเดอ้ ดรอ้ นดงั กลา่ ว โดยได้เสนอขอความเห็นชื้อบในหลักการโครงการให้ความ ชื้่วยเหล้อเกษติรกรผู้เพาะปลูกติ้นยาสูบและผู้บ่มอิสระ ท่ได้รับผลกระทบจากการลดปริมาณ์การรับซี้อใบยาสูบ ของการยาสูบแห่งประเทศไทย ฤดูการผลิติ 2562/2563 ซีึงคณ์ะรัฐมนติร่ได้ม่มติิเม้อวันท่ 28 กันยายน 2564 เห็นชื้อบในหลักการของโครงการดังกล่าว กรมสรรพสามิติ และการยาสูบแห่งประเทศไทยจึงร่วมกันดําาเนินโครงการ เพ้อให้บรรลุเป้าหมายติามท่คณ์ะรัฐมนติร่เห็นชื้อบติ่อไป ซีึงเป็นอ่กบทบาทหนึงของกรมสรรพสามิติในการดูแล เกษติรกรยาสูบอย่างสมดุล
Information Setting and Label Types on Tobacco Container Taken to the Kingdom, Customhouses Setting for Import or Export Tobacco (No.3), dated November 12, 2021, by revising tobacco permission forms taken in and out the Kingdom (Phor Sor 08-14). By this, the Excise Department also improved confident auditing process for license applicants, business authentication especially historical business behavior that truly send tobacco to recipients, include license applicants must have recipients with clear address when asking for permission, to have clearified and same understanding and operation on same regulations, that will impact to tobacco tax collecting management. Furthermore, such measures still have regulations on permission forms of tobacco taken in the Kingdom for export (Phor Sor 08-15/2), and this is as manual for license applicants to operate, and for Excise offcials to control and regulate in the same way.
5. Taking care of supply chain, due to tobacco agriculturists, who cultivate tabacco leaves, got negative impact from tabacco purchased volume reduction, therefore, their revenue for life earning also decreased, Even the Excise Department and related organizations had co-operation and enhance them to plant other one replace tobacco, but during adaption of tobacco agriculturists, Finance Ministry by the Excise Department already presented and get approval for project principals, about helping measures of tobacco agriculturists and independent curators who got negative from tabacco purchased volume reduction by Tobacco Authority of Thailand, crop 2020/2021, due to Cabinet Resolution on September 28, 2021 agreed with such project principals and leads to co-operation and implement between two organizations, and that is the Excise Department’s one of the roles to take good care of tobacco agriculturists with balance.
