ดังกล่าว สําานักมาติรฐานและพัฒนาการจัดเก็บภาษ่ 1 จึงได้วางแนวทางการบริหารการใชื้้สิทธิเส่ยภาษ่ดังกล่าว อย่างติ่อเน้องกัน ติามประกาศกรมสรรพสามิติ เร้อง หลกั เกณ์ฑ์์วธิ ก่ ารและเงอ้ นไขการเสย่ ภาษส่ ําาหรบั ยาเสน้ อน้ นอกจากยาเส้นท่ผลิติเพ้อขายเป็นวัติถุดิบให้แก่ผู้ประกอบ อุติสาหกรรมยาสูบ ปริมาณ์ไม่เกิน 12,000 กิโลกรัมติ่อปี ลงวันท่ 30 กันยายน 2564
3. การปรับปรุงแก้ไขวิธ่การข่ดฆ่่าแสติมป์ยาสูบ ให้เหมาะสมกับลักษณ์ะแสติมป์ท่ม่ความทันสมัยซีึงออก ติามกฎกระทรวง (ฉบับท่ 17) พ.ศ. 2564 ลงวันท่ 29 กันยายน2564กล่าวคอ้ ขนาดดวงแสติมป์ม่พ้นท่เพ่ยงพอ ติ่อการกําาหนดรหัสเพ้อใชื้้ในการควบคุมกําากับดูแล อ่กทัง มก่ ลาสซีน่ ซีงึ จะทาํา ใหเ้ กดิ ความรอบคอบรดั กมุ และเหมาะสม กับสินค้ายาสูบ สําานักมาติรฐานและพัฒนาการจัดเก็บ ภาษ่ 1 จึงได้วางแนวทางพัฒนาการบริหารการใชื้้แสติมป์ ยาสูบติามประกาศกรมสรรพสามิติ เร้อง กําาหนดการใชื้้ การข่ดฆ่่า และการปิดแสติมป์ยาสูบ (ฉบับท่ 3) ลงวันท่ 12 พฤษภาคม 2564 และประกาศกรมสรรพสามิติ เร้อง กําาหนดการใชื้้ การข่ดฆ่่า และการปิดแสติมป์ยาสูบ (ฉบับท่ 4) ลงวันท่ 30 กันยายน 2564 ถ้อเป็นการวาง แนวทางพ้นฐานการใชื้้แสติมป์ท่จะสามารถพัฒนาติ่อยอด ในการใชื้้แสติมป์คิวอาร์ในอนาคติได้
4. กรมสรรพสามิติม่นโยบายเก่ยวกับมาติรการ ป้องกันยาสูบท่นําาเข้ามาในราชื้อาณ์าจักรเพ้อส่งออกแล้ว ลักลอบนาํา กลับเข้ามาในราชื้อาณ์าจักร ซีึงเป็นการยกระดับ การควบคุมกําากับดูแลกระบวนการด้านการบริหาร การจัดเก็บภาษ่ยาสูบให้เข้มข้นยิงขึนเพ้อลดความเส่ยง สําานักมาติรฐานและพัฒนาการจัดเก็บภาษ่ 1 จึงได้วาง แนวทางกระบวนการอนุญาติติามประกาศกรมสรรพสามิติ เรอ้ งกําาหนดแบบคําาขออนญุ าติและแบบใบอนญุ าตินําาใบยา ยาอดั หรอ้ ยาสบู เขา้ มาในหรอ้ สง่ ออกไปนอกราชื้อาณ์าจกั ร กําาหนดขอ้ ความและลกั ษณ์ะฉลากปดิ บนภาชื้นะบรรจยุ าสบู ท่จะนําาเข้ามาในราชื้อาณ์าจักร และกําาหนดด่านศุลกากร สําาหรับนําาใบยา ยาอัด หร้อยาสูบเข้ามาในหร้อส่งออกไป นอกราชื้อาณ์าจักร (ฉบับท่ 3) ลงวันท่ 12 พฤศจิกายน พ.ศ 2564 โดยได้แก้ไขปรับปรุงแบบคาํา ขออนุญาตินาํา ใบยา ยาอดั หรอ้ ยาสบู เขา้ มาในหรอ้ สง่ ออกไปนอกราชื้อาณ์าจกั ร (ภส.08-14) ในการน่ได้ปรับปรุงกระบวนการติรวจสอบ
and quantity terminated on July 3, 2020. Due to goverment still conducted tax policies in term of agriculturists balanced caring, with the same rate and quantity tax paying continuosly since October 1, 2021, to build long term confident with tobacco industrialists. Therefore, Tax Collection Standard and Development Office 1 Establish set a guideline for administering such tax preference according to the Notification of the Excise Department Prescribing Rules, Procedures and Conditions for Tax Paying of Tobacco other than Tobacco that is produced for Sale as Raw Material for Not Exceeding 12,000 Kilograms to Tobacco Industrialist, dated September 30, 2020.
3. Improvingofamethodforamendment tobacco stamp, to be proper with modern stamp types, which issuing by Ministerial Regulations (No.17) B.E. 2564 (2021), dated September 29, 2021, determining stamp size with enough space for controlled code setting, and glassine paper that is proper for tobacco products security. Tax Collection Standard and Development, Division 1 therefore determining guidelines and improving utilizaion of tobacco stamp management, due to Notification of The Excise Department Determining Use, Obliteration and Affix of Tobacco Stamps (No.4), dated September 30, 2021, which be consid- ered the foundation guidelines of stamp utilization, to upgrade for QR stamp in the future.
4. The Excise Department has prevention measures policy of tobacco taken to the King- dom for export, but smuggled into the Kingdom, therefore to strictly enhance “control and regulate processes” of tobacco tax collecting management, to reduce risks, Tax Collection Standard and Development, Division 1 determining guidelines and permission processes due to the Excise Department Prescribing Tobacco Permission Forms Setting, Tobacco Permission Import or Export Forms,
