4. CAN I MAKE A PAN OF BROWNIES AND SELL THEM ON MY FLOOR/AT AN EVENT?
Yes. Brownies are considered a bake sale good and may be sold without a permit. Some form of bake sale notice placard needs to be posted, visible to customers, to inform them that these goods were prepared at home, and you should include the ingredients list to alert those with potential allergies.
5. IS OUR OFFICIAL COLLEGE CLUB/ORGANIZATION ALLOWED TO HAVE A POTLUCK (WHERE PARTICIPANTS EACH BRING A DISH TO PASS)?
Yes, potlucks are allowed, subject to certain requirements. Potlucks are events not open to the entire College or general public and may not be used as fundraisers (no fee may be collected). In the title and advertising of the event, the word ‘potluck’ must be prominently visible. Only advertise to your group or club, not to the entire College or larger community. Place cards next to each dish listing the ingredients. Somewhere visible in the event area, a prominent notice should be posted stating “Home prepared” and/or “Not inspected.” The event sponsor (department, club, etc.) is responsible for all food safety compliance monitoring—and cleanup. Of course, no illegal substances may be added to the food, and all possible steps must be taken by the cooks and servers to avoid the spread of communicable diseases (wash hands at all steps of the preparation process; do not prepare food if sick or ill, etc.). Also, follow all heating and refrigerating guidelines specific to the dishes present at the event. Those who will be cooking should carefully follow the USDA guidelines on Cooking for Groups.
6. CAN WE HAVE A FUNDRAISER POTLUCK?
No. You are not allowed to collect compensation for a potluck meal. Nothing associated with the potluck may have a fee, to avoid the appearance of charging for the meal. Any fees or fundraising must be entirely separate from the potluck event.
7. OKAY, WE FINALLY OBTAINED OUR TEMPORARY FOOD PERMIT FROM DUPAGE COUNTY TO MAKE AND SELL (NON-BAKED-GOODS) FOOD. WE’VE GOT A LOT TO COOK. ARE WE ALLOWED TO COOK FOOD FOR THE EVENT IN ADVANCE OF THE FUNDRAISER?
Maybe. Home-cooked food that needs to be kept cold or hot (as opposed to food cooked onsite like hotdogs) is not allowed to be sold at fundraisers, due to problems with reheating and chilling and particularly the increased risk of food poisoning and other food-borne illnesses. Other food, like bread, can be prepared in advance.
8. IS GRILLING PERMITTED AT FUNDRAISERS?
Maybe. As long as a temporary food permit is obtained first, you may grill some kinds of food for sale on site (as long as you are in compliance with Wheaton College grilling policies). The grilled food, typically hotdogs, hamburgers, etc., cannot be cooked beforehand, brought to the fundraiser, and reheated.
9. CAN WE HAVE CATERED FOOD AT OUR EVENT?
Yes. For your event you can pick up or order food from any certified restaurant (e.g., Subway, Portillo’s), and your group would not need a temporary food permit. (You may not pay for food, pick it up, and then re-sell it at your event.) Make sure the time interval between pickup/delivery of the food and consumption is short. Food may also be catered by the College food service company, Bon Appétit, who by contract is entitled to the right of first refusal to cater the event if it will be held in Anderson Commons. If your event is in another College building, you may select a different caterer. The Purchasing Department (630-752- 5014) can assist with finding an appropriate caterer.
